The IRC has been present in Tanzania since 1993, initially focusing its response on meeting the needs of refugees from Rwanda, Burundi, and the Democratic Republic of Congo. In 2023, IRC Tanzania is working in 2 refugee camps with a population of about 247,000 people and supports the host community around these refugee camps. The focus areas include Protection, Governance, Education, and Health. The IRC operations in Tanzania are funded by various institutional and voluntary donors.
Overview/Summary:
The Grants Coordinator supports the IRC Tanzania country program in achieving high-quality programming and service delivery. This vital position involves supporting and coordinating program design, proposal development, grants management (including compliance requirements and reporting), internal and external communication, and partnership processes and procedures.
Major Responsibilities:
Business Development:
- Review the Business Development Strategy closely aligned with the Tanzania Country Programme Strategy.
- Lead the realization of the Business Development Strategy and cultivate donor relationships nationally and for specific target regions.
- Lead the development of proposals in coordination with relevant teams to align with the country Strategic Action Plan (SAP).
- Ensure budget alignment and liaise with HQ grants teams to meet internal standards and donor compliance.
- Conduct field visits to work directly with program and grants staff, providing support and assisting in proposal development.
Grants Management & Compliance:
- Ensure grants are implemented in compliance with IRC and relevant donor regulations.
- Maintain updated grant files and coordinate modifications to agreements or projects.
- Provide a deep understanding of IRC’s policies and donor regulations, ensuring compliance.
- Facilitate donor report reviews and approvals, maintaining internal files and grant tracking systems.
- Ensure timely and quality submission of reports to donors.
- Roll out and support the implementation of Project Cycle Meetings (PCM).
Donor Relations and Communication:
- Develop internal and external communications plan, incorporating donor visibility requirements.
- Coordinate the preparation of materials supporting business development objectives.
- Lead in-country communications with donors regarding pipeline and active grants management.
- Maintain relationships internally within IRC and externally with existing partners.
- Ensure regular reporting for the NGO Registrar is complete, in partnership with External Liaison.
Sub-award and Partnerships Management:
- Support the development of Partnership Strategy at the country level.
- Ensure quality sub-award management in compliance with IRC’s Partnership Excellence for Equality and Results System (PEERS).
- Participate in partner scoping during pre-award stages and manage partners during proposal development.
- Coordinate and review sub-award partner vetting and capacity results, sub-award agreements, and modifications.
- Track sub-award partner deliverables and ensure compliance with IRC and donor rules and regulations.
Staff Management and Capacity Building:
- Supervise Grants Team, providing on-the-job training and guidance on donor compliance, program reporting, proposal development, sub-awards, partnerships management, and communication.
- Participate in recruiting, training, and mentoring of Grants staff.
- Ensure regular performance evaluations and ongoing feedback.
- Build capacity of grants and other country program staff in key donor compliance and project management principles.
Job Requirements:
- Postgraduate qualification/degree in a relevant discipline, including international relations (preferred).
- Five to seven years of experience in grants management and resource mobilization, working in humanitarian or development programs.
- Knowledge of donor regulations and priorities, including UNHCR, UNICEF, UNDP, FCDO, USAID, European Commission, ECHO, and others.
- Experience in team management and capacity building.
- Excellent coordination and team player; ability to influence colleagues without line management.
- Superb organization skills, ability to multitask and independently manage elevated risk and high-pressure priorities.
- Previous experience with European and US public donors.
- Strong proposal writing and budgeting skills, IT proficiency, excellent communication and writing skills, good interpersonal skills.
- Consortium management experience is a plus.
- International experience within Africa is a plus.
- Proficient in English; fluency in Kiswahili is an added advantage.
Working Environment: Security level yellow – The situation in most of the country is calm. Some parts of Kigoma experience insecurity-highway banditry.
