Background/IRC Summary:

Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) responds to serious humanitarian crises worldwide, helping victims to survive and rebuild their lives. Tanzania has been a country of asylum for over half a century, hosting one of the largest refugee populations in Africa. Currently, the IRC provides protection and basic assistance to refugees in the Kigoma region. As a member of the Senior Management Team (SMT), the Deputy Director Finance (DDF) provides financial leadership and management necessary to support the IRC’s strategic vision and mission in Tanzania.

Job Overview: The Deputy Director Finance is responsible for ensuring that the Tanzania Country Program has the appropriate financial infrastructure and systems to support the organization’s strategic goals. They play a key role in strategic and operational planning, financial analysis, policy establishment, and overall financial management. Reporting to the Country Director and Regional Finance Director, the DDF is accountable for implementing financial management policies, practices, and systems in compliance with local laws, US regulations, and donor requirements.

Major Responsibilities:

Strategic Planning & Analysis:

  • Provide financial information and strategic analysis to support decision-making by the Country Director and SMT.
  • Contribute to the development of the Country Programs Strategic Annual Plan.

Controllership:

  • Ensure compliance with IRC and donor policies and procedures.
  • Review financial activities and share insights with the Country Director.
  • Oversee timely completion of financial reports and internal/external audits.
  • Manage internal controls and ensure adherence to local government requirements.
  • Serve as the primary liaison with IRC HQ on financial matters.

Treasury:

  • Supervise country program bank relationships and activities.
  • Maintain accurate cash forecasts and minimize foreign exchange exposure.
  • Oversee the collection of receivables and manage cash held at headquarters.

Budget/Forecast:

  • Prepare and revise grant proposal budgets and finance reports.
  • Maintain the country’s annual operating budget and review budget expenditures with the CD and program managers.

People Management:

  • Establish roles and responsibilities within the finance department.
  • Recruit and retain qualified finance personnel and provide guidance and supervision.
  • Implement training programs to improve finance staff skills.
  • Promote an inclusive team climate and adhere to IRC’s performance management system.

Key Working Relationships:

  • Reports to: Country Director and Regional Finance Director
  • Directly supervises: Senior Finance Managers
  • Internal/external contacts: Country Management Colleagues, Local and HQ Finance teams.

Minimum Qualifications:

  • Master’s degree in accounting, Business Administration, Commerce, or Finance.
  • Recognized professional certificate in accounting such as CPA.
  • Extensive experience in development or humanitarian response.
  • Minimum of five years of managerial experience in finance.
  • Proficiency in computerized accounting systems and standard spreadsheet/database programs.
  • Good written and verbal skills in English.

  • Security level yellow – The situation in most of the country is calm. Some parts of Kigoma region experience insecurity-highway banditry.
