Location: Lusaka, Zambia (International mobile staff position)

Position Type: Family posting

Time Period: 12 months, 40 hrs/week, with possibility to extend up to 4 years

Desirable Starting Date: 1 June 2024

Purpose of the Position: The Country Representative will maintain and strengthen relationships with the Zambia Red Cross Society (ZRCS) and coordinate with relevant stakeholders in Zambia on behalf of the Netherlands Red Cross (NLRC). The role involves managing the NLRC country office in Zambia and supporting partnership development and portfolio expansion. The focus areas include disaster response and community resilience programming.

Position in the Organization: Reporting to the Partnership and Portfolio Coordinator (desk manager) based in The Hague, the Country Representative oversees international staff in the country office and works closely with national staff seconded to the NLRC office. The role involves liaising with ZRCS management, NLRC headquarters staff, and other stakeholders within and beyond the Red Cross Red Crescent Movement.

Key Responsibilities:

Partnership & Networking:

  • Develop and implement the NLRC’s long-term strategy and vision for Zambia.
  • Strengthen the bilateral partnership between NLRC and ZRCS in line with shared focus areas and partnership indicators.
  • Translate partnership objectives into annual Country Operational Plans and monitor their implementation.
  • Build networks and foster alliances with donors and relevant stakeholders, including ECHO, EU, and others.
  • Coordinate with other movement partners and seek new operational partnerships to increase efficiency and impact.

Portfolio Development & Resource Mobilization:

  • Support ZRCS in implementing its strategy through national and international resource mobilization.
  • Identify potential opportunities and resources for project/program development in line with ZRCS and NLRC plans.
  • Engage in relevant networks, coalitions, and events related to supported activities.

Finance and Reporting:

  • Ensure quality project management and financial control of NLRC-supported projects.
  • Safeguard and implement NLRC’s financial procedures and donor terms & conditions.
  • Manage the office budget and oversee financial reporting to NLRC and donors.

Human Resources:

  • Recruit, line-manage, and appraise international staff based in the NLRC Zambia country office.
  • Provide regular feedback to employees and conduct performance appraisals.
  • Organize field missions for NLRC and external consultants as needed.

Security Management:

  • Develop and implement security policies and provide security briefings to staff and visitors.
  • Manage security threats and incidents, including evacuation if necessary.

Requirements:

  • Master’s degree in Social and Political Sciences, International Development, Business Management, or related fields.
  • 5-8 years’ experience in the development and/or humanitarian field, preferably in the region.
  • Managerial experience in an international organization, with experience in partnership and portfolio development.
  • Fluency in spoken and written English.
  • Ability to represent NLRC at a high level and strong networking skills.
  • Experience in capacity strengthening and development of NGOs.
  • Excellent writing and reporting skills, and proficiency in financial systems.
