Position: Senior Finance Officer

Location: Dar es Salaam, Tanzania

Position Type: Full-time, Regular

Job Description: As a Senior Finance Officer working in the Finance Department under the direction of the Finance and Grants Manager, you will be responsible for daily office operations in-country and field offices. Your role includes reviewing transactions, ensuring compliance with policies, donor regulations, and applicable country laws, facilitating audits, and coordinating financial reporting. You will also supervise and coach finance assistants, support and track contracts, payments, leases, fixed assets, and procurements.

Key Responsibilities:

  • Monitor programs and operations expenditure, reviewing monthly transactions, preparing summary analysis reports, and other relevant analyses.
  • Ensure smooth functionality of finance/accounting functions, conduct staff capacity building/training, and review BvA transactions.
  • Review payment documents for accuracy, completeness, and compliance with local laws, donor regulations, and Mercy Corps internal policies.
  • Review expense reports for accuracy and completeness before payment.
  • Clear receivable accounts and ensure proper coding of all transactions in line with the standard chart of accounts.
  • Prepare cash flow projections, review invoices/receipts, and ensure month-end balance sheet account reconciliations.
  • Perform bank reconciliations, handle tax payments, participate in audits, and support the Finance Manager as needed.
  • Supervise Finance Assistants/Officers and provide ongoing orientation, training, and support.

Qualifications and Experience:

  • Bachelor’s degree in commerce/accounting/finance/Business Administration.
  • Four or more years of demonstrated professional experience managing grants, subcontracts, procurement, and compliance with donor regulations.
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payables, and balance sheet reconciliations.
  • Tech-savvy with advanced computer skills in MS Office programs, Power Point, advanced Excel.
  • Self-starter with the ability to work independently, take initiative, and contribute to a team.
