Project Description:
The USAID-funded Empowering East and Central Africa (EECA) program seeks to enhance the availability of affordable, reliable, sustainable, and clean energy in East and Central Africa. With a commitment to ending energy poverty, promoting a carbon-free future, and boosting energy sector investment and innovation, EECA aims to connect more homes, businesses, and institutions to reliable electricity, reduce greenhouse gas emissions, and increase investment in the energy sector.
Responsibilities:
Position Description: The Tanzania Country Coordinator, based in Tanzania, will collaborate with USAID, government institutions, energy sector entities, the private sector, development partners, and relevant civil society groups and NGOs. This role involves overseeing and managing all program activities in the assigned countries. The Tanzania Country Coordinator will provide technical support in the energy sector, acting as a coordinator and champion for project activities. They will supervise the Tanzania Off-Grid Specialist and report to the East Africa Regional Lead.
Specific Responsibilities:
- Support energy sector entities and decision-makers in advancing energy strategic and economic growth goals for on and off-grid power development.
- Assist in planning clean generation and transmission expansion, focusing on infrastructure projects crucial for regional integration.
- Track and monitor power transaction developments, building relationships with power development entities across Tanzania.
- Provide technical assistance to utilities, enhancing performance, building staff capacity, reviewing project designs, and evaluating bids.
- Facilitate faster, cheaper utility connections, supporting the densification of grid connections.
- Strengthen the capacity of the Energy Regulator to develop fair and robust regulatory processes.
- Report weekly to EECA leadership, regularly report to USAID, and provide ad hoc reports on progress.
Qualifications:
Required minimum qualification and experience:
- Bachelor’s degree and 12 years of experience, master’s degree and 10 years of experience, or equivalent combination of education and experience.
- Minimum of 5 years of relevant experience in the power sector with a focus on public policy, sector regulation, utility turnaround and improvement, and IPPs.
- Demonstrated strong connections with Tanzanian government energy sector institutions.
- Good writing and communication skills in English.
- Must be able to work in Tanzania.
