DCB Commercial Bank Plc is a leading retail and commercial bank in Tanzania, providing a comprehensive range of banking services to individuals, microfinance clients, small to medium-sized businesses (MSME), and large corporate customers. With a vast network, including branches, DCB Wakala Agents, and Umoja switch ATMs, the bank serves over 3 million customers across the country.

We are seeking qualified candidates to fill the position of Chief Operations Officer. The successful candidate will be responsible for overseeing all aspects of the bank’s technology infrastructure and banking operations, aligning them with the bank’s strategic goals.

Key Responsibilities:

  1. Design, develop, and implement the bank’s technology strategy and solutions roadmap.
  2. Ensure the security and integrity of the bank’s technology infrastructure.
  3. Analyze the technology needs and opportunities of all departments based on business requirements.
  4. Inspect the functionality and efficiency of technological equipment and software.
  5. Purchase efficient and cost-effective technological equipment and software.
  6. Build relationships with vendors, create cost-efficient contracts, and ensure adherence to vendor SLAs.
  7. Oversee operational relationships with third-party entities, including payment processors, technology platforms, and financial institutions.
  8. Establish and enforce technology policies and procedures for compliance and data protection.
  9. Review operational risk indicators and control standards, formulating action plans to minimize fraud and losses.
  10. Design, develop, and update the bank’s operations manual, ensuring compliance with operational guidelines.
  11. Collaborate with cross-departmental teams to create holistic plans for addressing customer inquiries, compliance issues, and requests related to payment processing.
  12. Document procedures and implement operational improvements to reduce costs, tighten controls, and enhance customer service.
  13. Manage general customer account administration and reporting activities.
  14. Design business processes to improve customer service, cost-effectiveness, and controls.
  15. Ensure compliance with regulatory requirements related to banking operations.
  16. Manage budgets and resources effectively, reporting on expenditure.

Qualifications, Skills, and Experience:

  • 5 years of management and leadership experience in a similar role and sized organization.
  • Proven track record of outstanding performance in financial service operations.
  • Understanding and experience of infrastructure, design, and architecture, including hosted applications.
  • Strong commercial and negotiation skills with the ability to commission external suppliers and services.
  • Proficiency in creating and documenting operating procedures.
  • Strong written and verbal communication skills.
  • Deep understanding of financial regulations and compliance requirements.
  • Customer-centric mindset with a commitment to issue resolution.
  • Proficient in Microsoft Office and Google Suite tools, including Microsoft Excel and/or Google Sheets.
