SUMMARY OF JOB DUTIES

The Consultant will work under the authority of the Head of Office and UNESCO representative in Mali, as part of UNESCO's support in the fight against insecurity, Violent Extremism in favor of of Peace and Development in Mali through food self-sufficiency, and the creation of green jobs.

As part of this activity, the consultant will perform the following tasks:


Write a draft concept note on the challenges of development through Agriculture;

Carry out a joint assessment mission composed of UNESCO, FAO, the Malian National Commission for UNESCO, and the Government of Mali in the Office du Niger area to:

Meet with administrative and municipal authorities, peasant cooperatives, family-type farmers, in order to:

Discuss the impact of the security crisis and Climate Change on food self-sufficiency

Collect data at the level of sample villages on cultivated areas; management of production stocks; harvest forecasts; and crop yield.

Collect the expectations of agricultural authorities

Visit agricultural infrastructures and developed areas.

3. Based on the results of the field mission, finalize the draft concept note for the support program.

4. Develop a mapping of donors at national, regional and international level.

5. Make a proposal for the organizational arrangements for the round table of donors for the project (Agenda, Concept Note, documents to be presented, etc.).

6. Meet with government counterparts from the Ministry of Agriculture, Planning and Finance to understand:

The main national policies affecting agriculture in Mali

The main interests, incentives and constraints within these ministries with regard to agriculture.

Existing innovative funds and their financing mechanisms, including taxes and levies, where applicable, and how they operate; and appropriate, and how they work;

7. Meet the main stakeholders (NGOs, universities, international organizations, etc.) involved in agriculture to better understand:

Lessons learned from existing experiences, including challenges encountered in implementing agricultural projects and mobilizing funds.

How these experiences and approaches adapt to the realities of Mali in the context of opportunities,

The adequacy of these experiences and approaches to the realities of Mali in the context of the opportunities, challenges and risks of the country

REQUIRED QUALIFICATIONS

Academic Qualifications:   A higher degree (Master or equivalent degree) in the field of education, science or a similar field.

Experience :  Minimum four years of relevant professional experience and of increasing responsibility in the field identified at the level of academic qualifications, preferably 2 years acquired at the international level. ;

Experience in developing strategic documents relating to program planning, design and implementation, such as policy documents, concept notes, etc.

Experience in developing partnerships and advocacy

Support UNESCO's commitments with key partners and stakeholders through

Preparation of presentations, reports and briefing documents

Languages  : An excellent knowledge of French and a good knowledge of English are required.
