Job Purpose:

The Human Resources Business Partner at Kilimanjaro Co-operative Bank Limited (KCBL) is tasked with providing strategic guidance in the bank’s human resources management function. This role aims to optimize HR practices to execute the bank’s business strategy in alignment with operating policies, personnel manuals, circulars, and directives issued by management and the Board of Directors.

Key Responsibilities:

  • Plan, direct, and control human resources activities including recruitment, training, compensation, safety, welfare, and industrial relations.
  • Develop and implement human resources strategies related to personnel policies, procedures, and practices.
  • Recommend the development of employee terms and conditions of service.
  • Advise heads of business units on staff regulations, conditions of service, and personnel policies.
  • Lead, manage, and develop the human resources department team, services, and functions.
  • Develop and monitor the implementation of Performance Management Systems (PMS).
  • Oversee performance management for senior staff and administer bonus and incentive schemes.
  • Implement Staffing and Succession Plans and oversee training and development programs.
  • Develop career development plans for high potential and senior cadre employees.
  • Monitor the implementation of remuneration and benefits schemes and develop staff communication strategy.
  • Maintain an efficient human resources management Information System (HRIS).
  • Oversee recruitment and selection processes and develop policies for attracting and retaining high caliber employees.
  • Manage employee relations and liaise with legal departments on labor laws and related legal matters.
  • Prepare and control the departmental annual budget and authorize staff payments and payroll.
  • Conduct regular training for staff on human resources management and general management.
  • Network with other HR professionals to stay updated on developments and best practices in the field.
  • Perform any other duties assigned by the Head of Finance and Administration.

Experience, Knowledge, and Skills Required:

Education and Experience:

  • Minimum Bachelor’s degree in Human Resource/Public Administration or Business Administration.
  • At least 5 years’ experience in banking business and operations management.
  • In-depth knowledge of labor law and human resource business partnership.

Skills and Attributes:

  • Strong interpersonal skills and ability to multitask.
  • Leadership capabilities and business acumen.
  • Analytical and presentational skills with the ability to work under pressure.
  • Computer literacy and proficiency in communication.
