Job Description: RTI International, a not-for-profit, independent research institute based in North Carolina, USA, is seeking a Tanzania Country Coordinator for the USAID-funded Empowering East and Central Africa (EECA) program. This initiative aims to increase the availability and access to affordable, reliable, sustainable, and clean energy in East and Central Africa. The focus is on ending energy poverty, accelerating a carbon-free future, and enhancing energy sector investment and innovation.

Responsibilities:

Position Description: The Tanzania Country Coordinator, based in Tanzania, will collaborate with USAID, government institutions, energy sector entities, private sector, development partners, and relevant civil society groups and NGOs. This role involves overseeing and managing all program activities in the assigned country, providing energy sector technical support, and serving as a coordinator and champion for project activities. The coordinator will supervise the Tanzania Off-Grid Specialist and report to the East Africa Regional Lead.

Specific Responsibilities:

  1. Support energy sector entities and decision-makers to advance their energy strategic and economic growth goals in on and off-grid power development.
  2. Assist in planning clean generation and transmission expansion, especially infrastructure projects crucial to regional integration.
  3. Track and monitor power transaction developments, build relationships with power development entities throughout Tanzania, and report progress weekly.
  4. Provide technical assistance to utilities, improving performance, evaluating bids, reviewing project designs, building shadow financial models, and reviewing Power Purchase Agreements (PPAs).
  5. Support utilities in densifying their grid connections and facilitating faster, cheaper utility connections.
  6. Strengthen the capacity of the Energy Regulator to develop and establish fair and robust regulatory processes.
  7. Report weekly to EECA leadership and provide routine reporting to USAID, along with ad hoc reports on progress.

Qualifications:

  • Bachelor’s degree and 12 years of experience, master’s degree and 10 years of experience, or equivalent combination of education and experience.
  • Minimum of 5 years’ relevant experience in the power sector with a focus on public policy, sector regulation, utility turnaround and improvement, and Independent Power Producers (IPPs).
  • Demonstrated strong connections with Tanzanian government energy sector institutions.
  • Good writing and communication skills in English.
  • Must be able to work in Tanzania.
