Position: Health Facility Baseline Data Collection Consultant
Location: Dar es Salaam, Tanzania
Contract Duration: 60 days
Anticipated Period of Performance: February 15, 2024 – April 15, 2024

Background:

An estimated 100,000 health facilities in sub-Saharan Africa lack reliable access to electricity and digital connectivity, hindering their ability to provide essential healthcare services effectively. To address this challenge, the Health Electrification and Telecommunications Alliance (HETA) was launched in October 2022. HETA, led by Abt Associates in collaboration with partners, aims to improve access to reliable energy and internet connectivity for health facilities across the region. As part of this initiative, HETA is partnering with the Christian Social Services Commission (CSSC) to conduct baseline data collection across 24 health facilities in Tanzania.

Overview:

HETA is seeking proposals from qualified entities to conduct baseline data collection to capture key indicators related to health facility electrification and digital connectivity in Tanzania. The selected consultant will be responsible for assessing the status of internet access, digital reporting, equipment dependency on electricity, cold chain storage, staff motivation, service delivery metrics, and more across the identified health facilities.

Objectives:

  • Collect baseline data on key indicators related to health facility electrification and digital connectivity.
  • Document improvements in access to energy, digital connectivity, and medical services within the healthcare facilities.
  • Compile findings into a comprehensive report outlining key outcomes for each data element.

Consultant Responsibilities:

  • Conduct thorough assessments across 24 identified health facilities based on predefined criteria.
  • Collect data using quantitative and qualitative methods, including surveys, interviews, and focus group discussions.
  • Analyze data using statistical analysis software and prepare clear and concise reports and presentations.
  • Collaborate with local stakeholders and the HETA team to ensure the accuracy and completeness of data collection.
  • Adhere to ethical standards in research and data collection, especially regarding sensitive health information.

The baseline data collection will cover areas such as:

  • Status of internet access
  • Digital reporting of health data
  • Equipment dependency on electricity
  • Cold chain storage
  • Staff motivation and capabilities
  • Service delivery metrics
  • Telemedicine services
  • Operating hours and patient demographics

Qualifications:

  • Relevant degree in public health, health informatics, electrical engineering, or related field.
  • Prior experience in health facility electrification programs or similar projects.
  • Proficiency in quantitative and qualitative data collection methods and statistical analysis.
  • Familiarity with healthcare sector challenges in low-resource settings.
  • Knowledge of digital health systems, electronic medical records, and telemedicine technologies.
  • Strong communication skills and ability to work effectively with diverse stakeholders.
  • Experience in project management and report writing.
  • Ethical approach to research and data collection, particularly regarding sensitive health information.
  • Understanding of public health principles and program evaluation concepts.
