Job Overview:

  • Position: Health and Care Programme Officer
  • Location: Dar es Salaam
  • Salary: TZS 31,903,752.00 to 32,671,344.00 (Annual Gross) plus additional benefits based on skills and experience

Job Purpose: The Health and Care Programme Officer will lead the design, development, and professional management of Health and Care programmes in line with HelpAge’s organizational policies, values, and frameworks. The role involves providing strategic leadership to ensure health and care services for older individuals and people with disabilities. The officer will manage funded programmes, ensuring compliance with donor contracts and adherence to project and financial management standards.

Person Specification:

  • Medical doctor or public health specialist with a minimum of 3 years of practice.
  • Minimum five years in a management position with substantial experience in health policy, strategy design, and reforms.
  • Proven leadership in supervising staff and managing Health and Care Department/Unit in an international organization, government, or development partner.
  • Experience in developing successful funding proposals and overseeing large complex grants.
  • Capacity building and working with local organizations.
  • Ability to coach and mentor diverse partners across several regions.
  • Ability to work under pressure and meet short deadlines.
  • Strong communication and reporting skills (verbal and written).
  • Demonstrable interest and knowledge in gender and ageing issues.
  • Experience in working with the media for public awareness.
  • Fluency in Kiswahili and English.
  • Experience of working with the Government of Tanzania (Republic of Tanzania and Zanzibar).
  • Contract period is six months with potential for renewal.
