Job Title: EACOP-ICM – Integrity Compliance Manager

The East African Crude Oil Pipeline (EACOP) Project involves the construction and operation of a buried, cross-border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale in Hoima District, Uganda, to Chongoleani, Tanga Region, in Tanzania. The length of the pipeline is 1,443 kilometers, of which 296 km will be in Uganda.

Responsibilities:

• Implement, report, and animate the EACOP Code of Conduct, Compliance Policy, activities on Anti-Corruption, and Compliance Program.
• Prepare and integrate Compliance in the regular reports of EACOP.

Activities:

1. Support the implementation and promotion of the Compliance Program within all operational and functional entities of EACOP.
2. Ensure staff awareness of various internal rules and regulations.
3. Support the CO in performing and reporting activities, including due diligence tasks and regular review of anti-corruption and bribery risk mapping.
4. Alert the CO of any violation of rules or incidents of corruption, keeping them abreast of the case’s status.
5. Analyze incidents of fraud, define action plans, and ensure follow-up in coordination with the CO.
6. Provide assistance to different departments on directives and procedures related to the Programs.
7. Promote training tools and raise awareness on compliance matters.
8. Support the CO in monitoring and reporting EACOP’s mitigation actions.
9. Assist in establishing and maintaining a secure archiving/document conservation system for due diligence documentation.
10. Maintain up-to-date information on legal situations regarding anti-corruption laws and regulations.
11. Provide periodic reporting and participate in Compliance-related engagements with external stakeholders.
12. Contribute to the protection and reputation of EACOP by ensuring compliance with anti-corruption laws and internal policies.
13. Mentor and coach direct reports.
14. Handle any other related matters referred by the CO or EACOP Management.

• EACOP operates in a delicate legal and regulatory context.
• Politically sensitive and commercially crucial context.
• Negotiations conducted with multiple parties with different backgrounds.

Accountabilities:

The Compliance Programme aims to ensure compliance with international conventions, international, and national law.

Mandatory Requirements:

• Bachelor’s degree in any discipline.
• At least 10 years’ experience in a compliance role with a focus on Anti-Bribery and Corruption Compliance and International Sanctions.
• Experience in Oil and Gas is an added advantage.
