About THPS:

Tanzania Health Promotion Support (THPS) is an indigenous NGO established under the nongovernmental organization act No 24 of 2002 in 2011. THPS collaborates with the Government of Tanzania through the Ministries of Health (MoH) in Mainland and Zanzibar, the Ministry of Gender, Youth, elderly and special groups, Regional Administration and Local Government (PORALG), and the Ministry of Home Affairs. THPS aims to ensure accessible high-quality health care and social welfare services to all Tanzanians by strengthening health and community systems. The organization addresses public health burdens such as HIV/AIDS, Tuberculosis, prevention of GBV, reproductive, maternal, neonatal, child, and adolescent health (RMNHCAH) services, laboratory and health management information systems (HIMS), and COVID-19.

Job Title: Zonal Technical Manager (1 Position)
Reports to: Technical Manager
Position Location: Dar es Salaam (Eastern Zone)

Job Summary:

The Zonal Technical Manager will provide leadership, management, and technical support for the implementation of the USAID Police and Prisons Activity, focusing on comprehensive HIV and TB care, treatment, and prevention services across Tanzania. Responsibilities include planning, coordination, management, monitoring, and evaluation of program activities at the zonal level. The Zonal Technical Manager will oversee the implementation of HIV and AIDS care, treatment, and prevention programs, ensuring adherence to national guidelines and standards.

Roles and Responsibilities:

1. Oversee and manage all zonal staff and offices implementing the USAID Police and Prison Activity.
2. Provide oversight on the provision of comprehensive HIV/AIDS and TB care, treatment, and prevention services in supported facilities.
3. Provide on-site supervision, guidance, and support to facilities in the implementation of comprehensive HIV and TB care and treatment services.
4. Lead the development, management, and implementation, monitoring, and evaluation of program activities at the zonal and facility levels.
5. Liaise with THPS central team, R/CHMTs, facility teams, and other stakeholders to coordinate program implementation and ensure compliance with national guidelines.
6. Support facility staff in providing appropriate diagnostic and clinical services, ensuring client adherence to treatment and viral suppression.
7. Coordinate procurement of equipment and consumables for sites in the zone, prepare budgets, work plans, and technical reports.
8. Participate and represent THPS in National Program-related activities.

Qualifications, Experience & Skills Required:

1. Doctor of Medicine (MD) degree or equivalent.
2. Master of Public Health or postgraduate degree in health disciplines is an added advantage.
3. A minimum of 5 years’ experience in HIV and/or TB programming and implementation.
4. Knowledge of district-level health care systems in Tanzania is highly desired.
5. Strong supervisory and management skills.
6. Experience in working with USG funded programs, USAID preferred.
7. Ability to build strong partnerships with relevant stakeholders at national, regional, districts, and community levels.
8. Excellent documentation skills, including drafting reports, presentations, and best practices.
9. Ability to work under pressure and meet deadlines.
