Economic Recovery Coordinator – Energy: Carbon Offsetting Project
Founded in 1956, The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs), and host communities – in more than 40 countries around the world.
DRC has been implementing emergency response projects in Tanzania since the onset of the Burundi refugee crisis in 2015 in three refugee camps in the Kigoma Region at the border with Burundi. DRC’s integrated projects for refugees, asylum seekers, and host communities comprise sectors such as Camp Coordination and Camp Management (CCCM), Protection (CBP, PSN, GBV, CP and Legal), Shelter and infrastructure, and Economic Recovery.
Overall purpose of the role: The Economic Recovery Coordinator, under the management and supervision of the Economic Recovery Manager, and in close collaboration with private sector donors and Local Government Implementing Authorities, will be responsible for overseeing and providing technical and programmatic support for the development and implementation of DRC’s components of a larger carbon offsetting project and new energy and environment initiatives. This is in line with the overall DRC environment and climate change framework, focusing on the refugee-hosting districts of Kibondo, Kakonko, and Kasulu in the Kigoma region.
Main Responsibilities:
Carbon offsetting/environment project and sector oversight:
- Oversee the overall carbon offsetting/environment portfolio in geographic areas, including identifying funding and capacity gaps.
- Ensure targets are met under DRC’s agreement with donors and be accountable to the stated goals of the program.
- Ensure coherence between all projects/activities ongoing and proposed, according to the overall DRC environment and climate change framework.
- Support the development of the carbon offsetting/environment program strategy based on yearly projected funding, including locations and activities.
Technical Management:
- Support the development and implementation of locally led forest carbon offset projects, including project design, risk assessments, and monitoring requirements.
- Coordinate the process of Village Land Use Plans (VLUPs) and Forest Resources Assessments (FRAs) in line with Verra’s Verified Carbon Standard.
- Lead in developing sustainable energy and environment programming initiatives/proposals and fundraising relating to the emergency and longer-term response.
- Provide technical guidance to Economic Recovery staff and partners on carbon offsetting/environment concerns.
- Organize and facilitate regular economic recovery team meetings for knowledge sharing and quality improvement.
- Participate in designing interventions, national and local strategies, and plans for the implementation of environmental programming activities.
Coordination, Representation, and Relations:
- Collaborate with internal and external technical experts on carbon offsetting/environment issues.
- Coordinate, monitor, and support the development of partnerships with operational partners.
- Identify, develop, and maintain relationships with project beneficiaries and relevant stakeholders.
- Liaise closely with other DRC sectors to ensure productive coordination and smooth implementation of program activities.
- Represent DRC at relevant coordination meetings, and Energy and Environment Working Groups.
Monitoring, Evaluation, and Reporting:
- Ensure transparency and accountability tools for affected communities are in place.
- Work with the Economic Recovery Manager and MEAL team to implement the M&E plan, collect field data, and produce regular reports.
- Review and update the carbon offsetting/environment Monitoring system.
- Contribute to the design, implementation, and evaluation of carbon offsetting/environment-related programming.
Experience and Technical Competencies:
- Extensive knowledge of carbon offsetting/environmental programming, with a focus on Nature-based Solutions to climate change mitigation initiatives.
- 3 to 5+ years working in forestry, land-use management, ecosystem modeling, carbon markets, and forest carbon project development.
- Previous experience in leadership or managerial positions in international organizations in humanitarian settings.
- Experience in preparing energy and environment programming strategies and advocacy strategies.
- Strong scientific and technical skills, including statistical analysis, remote sensing, GIS, carbon modeling, and/or forest biometrics.
- Fluency in English and Kiswahili.
Education:
- University Degree in forestry, natural resources management, climate change, or closely related fields. A Master’s Degree is preferred.
