CONSULTANCY – TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

Consultant – Storage and backup Administrator, (Local)


BACKGROUND


UNRWA has signed a Memorandum of Understanding (MoU) with United Nations International Computing Center (UNICC) that aims to enhance livelihood and human development opportunities to Palestine refugees in Gaza.


United Nations International Computing Center (UNICC) is a UN agency that provides IT services to other UN agencies on a cost recovery basis.


UNRWA Information Management and Technology Department (IMTD) is seeking a Storage and backup Administrator to be part of the team supporting the ICC shared services infrastructure operations and ICC’s customers managed infrastructure (OPBO – Infrastructure Operation group) who is responsible for daily activities involving the ICC enterprise backup and storage infrastructure management such as monitoring, configuring, troubleshooting, and deploying Storage and Backup subsystems.


The consultant will report administratively to Head Information Technology Service Centre at Headquarter Gaza and technically to United Nations International Computing Center (UNICC).


DESCRIPTION OF DUTIES AND RESPONSIBILITIES


• Administer the ICC’s Storage and Backup Infrastructures’ Systems

• Provide technical support for the ICC storage and backup infrastructures’ users (Connectivity, performance, troubleshooting, storage, backups, etc.)

• Manage the backup clients, schedules, and retentions

• Monitor and evaluate the performance of storage and backup services

• Coordinate the replacement of failed Backup, Storage & SAN components, and service restoration

• Create and maintain detailed technical and graphical documentation as needed

• Develop/update tools and scripts to improve and automate the administration of the Storage and Enterprise Backup operations

• Provide on-call rotation-based support outside of business hours

• prepare technical documentation.

• Perform other duties when required

MINIMUM QUALIFICATIONS AND EXPERIENCE


• A university degree from an accredited educational institution in Computer Science, Information Technology, or related discipline

• Minimum 5 years of experience in administering and troubleshooting storage arrays from different vendors (i.e., HP 3PAR, DELL Compellent and Netapp, etc.)

• Good understanding and knowledge of storage technologies (Fabric switches, VSANs, WWPNs, NPIV, multi-pathing, Fiber channel, iSCSI, etc.)

• Sound technical knowledge of storage replication technologies and host integration best practices (multipath, HBAs parameter and OS specific tuning).

• Hands-on experience administering fiber channel fabrics (Cisco MDS and Brocade)

• Extensive knowledge in the installation and administration of Enterprise Backup systems (i.e., EMC Avamar, EMC Data Domain, EMC ECS, Netbackup and Veeam B&R).

• Knowledge of Automated Tape Libraries and Tape/Disk Backup Management products.

• Good understanding and knowledge of networking technologies (Ethernet, Routing, ARP, TCP/IP, LACP, etc.)

• Experience in shell scripting and automation tools (PowerShell, Perl, Bash, Python, Ansible…)

• Good knowledge in Veritas or Spanning for O365 backup solutions.

• Good knowledge in Hyper-Converged Infrastructure or Software-Defined Storage solutions.

• Knowledge of Linux and MS Windows Operating Systems and Windows Clusters administration

• Knowledge of VMware, OVM/OLVM and Hyper-V virtualization technologies.

• Fluency in spoken and written English.

CONDITIONS OF SERVICE


• The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.

• Remuneration for this consultancy will depend on the qualifications and relevant experience, with 1,600 USD monthly salary.

• The incumbent can be in any of UNRWA fields of operations (Gaza, Jordan, Lebanon, Syria, or West Bank).

• Overtime can be paid based on specific terms and conditions and should be pre-approved by the team leader.
