Job Description: RTI International, with over 30 years of experience, is seeking a MERLA Director for the USAID-funded Tanzania Malaria Vector Control Activity (MVCA). The Global Health Division of RTI focuses on various health aspects, including Malaria and Neglected Tropical Diseases. The MVCA aims to support the Government of Tanzania in vector control programming, specifically focusing on the distribution of insecticidal nets, behavior change communication, entomological surveillance, and operational research.

Position Description: The MERLA Director will be responsible for the development, oversight, and management of the MVCA MERLA system and approaches. This role plays a lead role in communicating MVCA programmatic milestones, achievements, and learnings. The position, based in Dar es Salaam, Tanzania, is contingent upon award and funding.

Responsibilities:

  1. Lead the establishment, oversight, and management of MVCA’s MERLA systems and approaches.
  2. Develop and manage the Activity’s relevant performance indicators, baselines, and annual targets.
  3. Ensure compliance with USAID and PMI contractual/performance requirements.
  4. Develop the MVCA learning and research agenda and oversee its execution.
  5. Supervise the collection, analysis, and reporting on performance data/indicators by the MVCA team.
  6. Prepare data tabulations, reports, and presentations to support various MVCA activities.
  7. Support the preparation of progress reports on MVCA implementation.
  8. Regularly review and update the MVCA Monitoring, Evaluation, and Learning Plan.
  9. Work closely with MVCA Chief of Party and team members to ensure effective resource use.
  10. Directly supervise MVCA MERLA support team members.

Qualifications:

  • Master’s Degree in public health, demography, epidemiology, biostatistics, or a related field.
  • Seven years’ experience in monitoring, evaluation, learning, and research related to large-scale health development programs.
  • Excellent knowledge of data collection protocols, verification, analysis, and use.
  • Ability to analyze multiple sources of data to identify trends and provide recommendations.
  • Experience with epidemiological and behavioral surveillance surveys, data sampling, research methodologies, and establishment of MERLA systems.
  • Track record of accurate and timely reporting to donor agencies, partners, and stakeholders.
  • Knowledge of USAID M&E reporting procedures.
  • Experience in disseminating programmatic and research outcomes at national and international conferences.
  • Proficiency in Microsoft Office Suite and advanced statistical packages.
  • Strong interpersonal, written, and oral communication skills.
  • Fluency in Swahili; English written and oral communication skills.
  • Willingness and ability to travel frequently within Tanzania.
