Identification Section

• Job Title: Head – Technical Services
• Grade: LS-MFEZ 2
• Institution: Lusaka South Multi Economic Facility Zone
• Department: Technical Services

Job Purpose: To manage the development of LSMFEZ, provide policy direction in the development of LSMFEZ, ensure adequate service infrastructure, preside over the development of the LS MFEZ, and provide leadership and mentorship to all technical staff.

KEY RESULT AREA

PRINCIPAL ACCOUNTABILITIES (MAIN DUTIES)

1. PLANNING
   • Establish standards, plans, schedules, and procedures for expanding infrastructure.
   • Design roads infrastructure with a futuristic view.
   • Liaise and plan for utilities strategically.
   • Plan, direct, and coordinate the activities of water, wastewater, electricity, landfills, and other utilities.
2. INFRASTRUCTURE MAINTENANCE AND ASSET MANAGEMENT
   • Conduct periodic reviews for existing capital infrastructure.
   • Manage and ensure minimum disruption of service to investors.
   • Schedule maintenance works and routine inspections.
   • Regularly conduct asset mapping.
3. CONTRACT MANAGEMENT
   • Efficiently manage all engineering contracts.
   • Supervise the development of TORs for infrastructure projects.
   • Supervise all consultancy works related to utility infrastructure development.
4. STAFF MANAGEMENT & DEVELOPMENT
   • Create an environment emphasizing innovation and achievement.
   • Identify, analyze, and address opportunities and threats.
   • Ensure appropriate staff training and development.
   • Delegate responsibility and authority to staff, mentoring as appropriate.
5. OCCUPATIONAL HEALTH & SAFETY
   • Establish and maintain a comprehensive safety program.
   • Provide regular safety training and audits of work procedures and equipment.
6. EMERGENCY MANAGEMENT
   • Actively lead and manage emergency response responsibilities.
   • Ensure effective integration of planning and operations of LS MFEZ emergency response function.
7. REPORTING
   • Report to the LS MFEZ Limited Board of Directors on all capital activities.
   • Periodic reporting to the MD on strategic activity progress.
8. POLICY
   • Establish standards, plans, schedules, and procedures for expanding infrastructure.
   • Contribute to forward planning through the development and achievement of planning goals.
   • Develop departmental strategies for the cost-effective and timely implementation of LS MFEZ policies.
9. CUSTOMER SERVICE
   • Assess the need for consultancy and develop TORs for various consultancies.
   • Supervise consultancy works and evaluate consultants’ recommendations.
10. INNOVATION
    • Devise ways to ensure infrastructure is developed cost-effectively.
    • Innovate systems and processes for new service and product development.
11. FINANCIAL MANAGEMENT
    • Develop annual budgets and capital improvement needs.
    • Monitor departmental budget execution.
    • Ensure value for money project procurements.

Reporting relationships: (a) Reports to: Managing Director (b) Number and level of immediate subordinates: 1 – Technical Services Manager

Selection Criteria:

• Degree in Civil Engineering, Electrical, or Mechanical.
• MBA/MSC is an added advantage.
• 10 years of practical experience.
• Experience with power and water distribution, roads construction is an advantage.
• Excellent computer skills.
• Collaborative work style and commitment to get the job done.
• Excellent communication skills both verbal and written.
• Valid Driver’s license.
