Director of Monitoring, Evaluation, and Learning | USAID Tanzania Malaria Vector Control Activity

Chemonics International is seeking a Director of Monitoring, Evaluation, and Learning (MEL) for the anticipated USAID-funded Malaria Vector Control Activity (MVCA). The MVCA aims to identify and implement proven, evidence-based vector control approaches in Tanzania, contributing to reducing the overall malaria burden and moving Tanzania closer to malaria elimination.

The Director of Monitoring, Evaluation, and Learning will lead data collection and analysis, ensuring timely and high-quality reporting deliverables. Please note that this position is contingent upon the successful award of the Malaria Vector Control Activity to Chemonics. We are seeking individuals passionate about making a difference in the lives of people globally. The position is expected to be based in Dar es Salaam, Tanzania, reporting to the Chief of Party (COP), and Tanzanian nationals are strongly encouraged to apply.

Responsibilities:

  1. Work closely with the COP, Technical Director, and technical staff on annual planning, measurable indicators, and activity outcomes.
  2. Lead the design and implementation of the program monitoring and evaluation framework and information system.
  3. Analyze routinely collected data to assess progress and identify areas for improvement.
  4. Establish platforms for timely data review, usage, and develop a culture of data use for decision-making.
  5. Develop and maintain digital data collection tools and ensure reporting of relevant activity indicators to the Ministry of Health.
  6. Create an environment encouraging timely data inputs and data use for decision-making at different levels.
  7. Lead the design and implementation of data systems to track ITN coverage, use, net durability, and vector susceptibility.
  8. Implement a Collaborating, Learning, and Adapting (CLA) approach integrating lessons learned and best practices.
  9. Participate in national malaria M&E technical working groups.
  10. Foster a workplace inclusive of opportunity, service, trust, innovation, and exceeding expectations.
  11. Perform other duties and responsibilities as required.

Required Skills and Qualifications:

  • A university degree (bachelor’s or higher) in Public Health, Social Science, or a related discipline. A master’s degree is preferred.
  • Minimum of five (5) years of experience designing and implementing Monitoring and Evaluation activities for public health programs in developing countries, preferably on USAID-funded programs.
  • Proficient in M&E principles, challenges, and improvements for integrated service and support programs.
  • In-depth knowledge of USAID reporting requirements.
  • Proven experience analyzing data and applying information to improve project implementation.
  • Proficiency with statistical software for data analysis (SPSS, STATA, or equivalent).
  • Excellent written and oral communication skills.
  • Demonstrated leadership, versatility, and integrity.
  • Fluency in English is required; Swahili is desirable.
