Overview: UNICEF Tanzania is seeking a dynamic and experienced consultant to provide technical assistance to the government, focusing on effectively implementing the National Plan of Action for the Global Alliance to End AIDS in Children by 2030. This critical role will contribute to Tanzania’s efforts in controlling the HIV epidemic, specifically in preventing vertical transmission from mother to child.

Responsibilities:

  1. Supporting Governance and Coordination:
    • Assist the Ministry of Health in overseeing governance and coordination of the Global Alliance initiative in Tanzania.
  2. Implementation Oversight:
    • Coordinate and facilitate the timely and effective implementation of planned activities outlined in the road map and action plan.
  3. Task Team Meetings:
    • Plan and facilitate the preparations of Task Team meetings as per the agreed schedule.
  4. Progress Reporting:
    • Track and prepare progress reports aligning with the four pillars of the Global Alliance.
    • Conduct and facilitate quarterly implementation review exercises based on evidence.
  5. Technical Advice:
    • Provide technical advice to the Government, National Task Team, and the alliance’s secretariat on action plan implementation.
  6. Follow-up Activities:
    • Follow up on activities implemented by the National Secretariat of the Global Alliance.

Qualifications: To qualify for this role, you should have:

  • A Master’s Degree in Healthcare, Public Health, Health System, or a relevant field.
  • Minimum of 10 years of professional experience in public health, HIV/AIDS planning and management, or pediatric and adolescent healthcare.
  • Experience working in Tanzania on PMTCT, Pediatric AIDS, Adolescents, gender, and SRHR.
  • Excellent organizational skills and proficiency in verbal and written English and Kiswahili.

Delivery and Payment Schedule:

  1. Inception Report: Due by February 15, 2024 (20% payment)
  2. GA Progress Report 1: Due by March 30, 2024 (30% payment)
  3. GA Progress Report 2: Due by May 15, 2024 (30% payment)
  4. Final GA Progress Report: Due by June 15, 2024 (20% payment)

Application Process: Interested candidates should apply by the deadline of January 10, 2024, in Tanzanian Shillings. The application will be evaluated based on technical and financial considerations. The financial proposal should include all costs related to the consultancy.

Medical Evacuation Coverage: The consultant is required to submit proof of medical/health insurance with medical evacuation coverage.

Location and Duration: The consultancy is based in Dar es Salaam and will span six months from January to June 2024.
