Job Description
Context
UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.
Within the GPN, the Bureau for Policy and Program Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder for a including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP’s Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP’s development programs. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its program support efforts.
Governance is one of UNDP’s six signature solutions through which it supports partner countries to achieve the 2030 Agenda through structural transformation, building resilience, and leaving no-one behind. UNDP’s Inclusive Processes and Institutions (IPI) portfolio supports parliaments globally to form partnerships for more accountable, effective and inclusive governance for sustainable human development, and peace. One such partnership involves advancing the Women, Peace and Security (WPS) Agenda.
Task description
Within the delegated authority and under the supervision of the UNDP Global Lead, Inclusive Processes and Institutions or his/her designated mandated representative(s), the UN Volunteer Program Analyst be specifically involved and be entrusted with the following tasks and responsibilities related to:
Program planning, design and management
Contribute to Inclusive Processes and Institutions programming, project design and implementation, including in the areas of support related to parliament-led partnerships for WPS-aligned and risk-informed pandemic recovery , digital peacebuilding and leaving no one behind.
Support the Global Lead in conducting regular programmatic monitoring and reviews, including activity and implementation planning, and future program orientation, providing technical and strategic advice.
Provide support to programmatic coordination including by ensuring consistency and complementarity between IPI and other UNDP program.
Work closely with program associate and finance staff to support the administration and operation of the program.
Progress monitoring and reporting
Support results-based management of the program (annual and quarterly workplans, monitoring and evaluation, procurement plans, and donor reporting).
Contribute to the formulation and quality assurance of narrative reports for the IPI program.
Resource mobilization and partnerships
Support and assist the IPI team in resource mobilization efforts including by contributing to the development of a strategy and targeted funding proposals.
Support partnerships with relevant actors and initiative
Technical assistance and research
Contribute substantively to the development and implementation of the IPI program.
Provide policy advice and technical and capacity building support to IPI program globally on an ongoing basis.
Knowledge management and strategic communications
Contribute to systematic knowledge management and donor visibility across initiatives.
Contribute to the substance, coordination and profile of knowledge products.
Promote active engagement of UNDP’s parliamentary development community on relevant platforms.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers program mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
Assist with the UNV Buddy Program for newly-arrived UN Volunteers;
Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/expected outputs
As an active UNDP team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP and its beneficiaries in the accomplishment of her/his functions, including:
Integrated and quality IPI program
Progress reports to the satisfaction of donors and partners
Systematic knowledge management and donor visibility across initiatives
A comprehensive resource mobilization strategy and targeted funding proposals
IPI program’s thought-leadership contribution to the global evidence base on parliamentary-led partnerships for gender equality, inclusion and sustainable peace
Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
