Background information

The IRC Tanzania has finalized its Strategic Action Plan (SAP) for the period 2021-2024, with the vision to use programs and influence to impact refugees and Tanzanians by responding to their greatest protection, education and service needs to support dignified and durable conditions. I order to achieve that goal, the country program intends to develop a business development strategy built on current donor trends and priorities, which will provide a strategic overview of the current funding in Tanzania. This exercise will support the efforts of IRC Tanzania to have a strategic Business Development strategy which aligns with its SAP as well as donors.

Purpose of the consultancy

The purpose of this consultancy is to support IRC Tanzania define a clear business development strategy in line with its SAP 2021-2024 to ensure its effective delivery, in addition to conducting a donor mapping exercise. The contractor shall analyze IRC Tanzania’s fundraising successes to date and conduct research to identify a pipeline of vetted potential donors, including public foundations, private foundations, corporate philanthropy, and individuals, in support of new business development on behalf of the Tanzania Country Programme, which align with the SAP.

The proposed assignment will start ASAP for a period lasting two months, including a potential two weeks of in-country work, with the remainder of the work to be completed remotely. The consultant will additionally liaise with HQ-based business development and grants support staff, as well as Airbel Research and Innovation staff, on triangulating donor intelligence and finalizing the deliverables.

Main deliverables

1. Donor mapping Develop donor database:

 Identify, in collaboration with the Tanzania team, key donor contacts, taking note of particularly strategic donors and compile them into a list of key contacts.

Produce high-level overview report of competitive landscape and funding landscape in Tanzania, including cross-border and relevant regional opportunities.

2. Business Development strategy: 

Develop a business development strategy document for IRC Tanzania which will include following:Conduct a SWOT analysis and outline short- and long-term engagement plans followed by an action plan for growth donors, current donors, and key timelines by using business development plan tool.

Triangulate donor priorities and strategies to IRC’s priorities and strengths, noting key areas of overlap and key opportunities for greater engagement specific to the Tanzania SAP and including research and innovation donors.

Gather detailed intel on donor priorities, trends, and processes.

3. Prepare a report on Donors’ and partners’ perception of IRC.

Present the above-listed information, and other key data points and analyses, in a donor mapping and business development strategy document to the Country Management Team

Timeline: 35 working days over 2 months (June to month July 2022). (The timelines and duration can change based on the final agreement with consultant)

Key deliverables:

a. High-level overview report of competitive landscape and funding landscape in Tanzania, and Research and Innovation opportunities.

b. Donor mapping/database document, which includes new prospects and clearly identifies synergies

c. Update Business development planning tool outlying engagement plan for growth and current donors

d. Business development strategy document

e. Report on Donors’ and partners’ perception of IRC

f. Presentation to the CMT on the findings (Possibility of organizing a workshop at the end of consultancy with country program)

Qualification and Requirements:

Prior experience working in business development, preferably in the national/international aid environment and specific experience of developing funding strategies within the international development space.

Prior experience conducting similar consultancies/activities.

Bachelor’s degree in relevant field including international development, etc. Master’s degree preferred.

Strong knowledge on and/or prior experience working on/in Tanzania is highly desirable.

Familiarity with the donor scene in Tanzania is highly desirable.

experience in business development knowledge of various donor’s proposal processes and funding mechanisms, especially with USAID, PRM, EU, UN agencies, and other key institutional donors.

Excellent research, data analysis/synthesis, writing, facilitation, and presentation skills.

Excellent oral and written communication, especially to listen closely and proactively seek clarification
