Description of Consultancy

WI-HER seeks a consultant to support the implementation of a gender, youth, and social inclusion (GYSI) strategy and action plan as a component of biodiversity and wildlife conservation activities in Tanzania. Activities will include providing capacity building training to Activity staff and partners and beginning iDARE implementation in one selected corridor in Tanzania. This consultancy will involve close collaboration and coordination with the WI-HER Program Manager, East Africa; WI-HER Technical Advisor, Africa; WI-HER Associate, East Africa; Tuhifadhi Maliasili (TM) Activity Staff (including, but not limited to, the Chief of Party, Deputy Chief of Party, and the Knowledge Management and Learning Specialist); and TM implementing partners (IPs) and subgrantees.

Location: Dar es Salaam, with travel to one Activity-supported corridor (Amani-Nilo or Kwakuchinja, TBD)

Program Description

Overall GYSI Consultant Tasks and Responsibilities

In support of TM Activity GYSI activities in Tanzania, the consultant will be responsible for the following tasks:

Activity Data Review and Technical Assistance (Quarterly): On a quarterly basis, contribute to data review meetings to monitor GYSI integration and assess for potential risk, harm, or negative outcomes related to GYSI to support TM technical team members to monitor and evaluate processes and outcomes related to GYSI. Through data review meetings, identify opportunities to collect supplemental data (qualitative and/or quantitative) to demonstrate GYSI integration and/or GYSI-responsiveness of approaches, which will be used in reporting, success stories, and other forms of documentation and learning. Participate in and contribute to data review meetings (virtually and/or in-person), submit contributions for quarterly M&E reports, and/or contribute to the development of Activity success stories.

GYSI Capacity Development and Training: Build capacity to integrate GYSI in TM Activity design, implementation, and monitoring through dedicated GESI trainings and other planned Activity training and capacity building efforts. Review TM Activity field implementation plans and training materials and incorporate GYSI content where appropriate and relevant. Submit a summary report of training activities on a quarterly basis including sex- and age-disaggregated attendance data, pre- and post-assessment data (where relevant), and training content.

Phase 1 of iDARE Implementation (GESI and iDARE Orientation): Apply phase 1 of WI-HER’s iDARE methodology to facilitate implementation of behavior change activities for awareness raising on corridor importance among communities. Support relevant members of the TM team and a selected subgrantee to apply the iDARE methodology in one pilot community in either Amani-Nilo or Kwakuchinja corridor. The corridor and pilot community will be selected in coordination with the TM team and/or the selected subgrantee. Deliver a capacity building training on GESI and iDARE implementation (phase 1 of implementation) with the selected subgrantee during Q4 of FY22 (subgrantees are planned to be selected in April 2022).
