Job Description

The MEAL officer will be responsible for designing and implementing the M&E activities of the Programs; assisting the programme officers in preparing Quarterly/Annual reports on project and program progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project & programmes and will be responsible for the collection & analysis of different data in relation to the implemented activities.

The Monitoring, Evaluation Accountability and Learning Officer works in close collaboration with work closely with project team and programme and other stakeholders like monitors and paralegals.

Duties and Responsibilities        

Manage all data collection systems at organization MEAL Unit
Develop data management training guides and information manuals for use by all levels of staff and stakeholders
Train and mentor organization stakeholders in the use of the database information
Ensure safe keeping of all organization MEAL data
Provide data and information to organization staff, management, consultants, partners, and other interested parties as per instruction from management
Assist the project personnel with M&E tools and in supporting them in their use.

Make sure that all key information products and related information are timely available on the organization Unit website
Conduct capacity assessment on existing monitoring and evaluation system Develop indicators and a monitoring strategy for the project
Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports
Preparation of monthly MIS reports
Assist MEAL Manager in the preparation of reports on the findings and lessons learned from project innovations.

Knowledge Management and Learning

In-depth knowledge on MIS, M&E and development issues
Excellent knowledge of monitoring and the application of methodology: Good understanding of capacity assessment methodologies; excellent ability to identify significant capacity building opportunities;
Excellent communication skills (written and oral): Sensitivity to and responsiveness to all partners, Respectful and helpful relations with donors and project staff.
Ability to lead implementation of new systems (business side), and affect staff behavioral/ attitudinal change
Qualifications and Skills required

At least 5 years of experience in the design and implementation of M&E/MIS in development projects
Bachelor’s Degree, or an equivalent, in social/computer science and/statistics
Advanced programming knowledge in R, Excel, SPSS, ODK, Visual Basic and STATA
Experience in data management of a large data system
Experience and skills in the following areas would be a strong advantage: statistics; demography; research design; & monitoring and evaluation
At least 5 years of experience in the design and implementation of M&E/MIS in development projects
Strong training & facilitation skills.
