Joy:
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Convention on the Conservation of Migratory Species of Wild Animals (CMS) is a global intergovernmental treaty aiming at the coordinated and concerted conservation and management of migratory species and the ecosystems on which they depend.
Joy:
The Secretariat of the Dugong MOU, which is a Memorandum of Understanding established under the CMS, is implementing a four-year project funded by the International Climate Initiative (IKI) aiming to improve conservation of seagrass meadows and the biodiversity they support in five target countries: Indonesia, Malaysia, Philippines, Thailand and Timor-Leste. The expected outcome of the project is to integrate seagrass ecosystem services into policy frameworks and business models in selected sites within the target countries.
Joy:
The part-time (50 %) position of Finance and Budget Assistant is located in the Bonn duty station. Under the overall supervision of the Executive Secretary and the day-to-day direct supervision of the Administrative Officer, the incumbent will be responsible for the following functions:
Responsibilities
BUDGET:
Assists in the preparation of supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
Supports the Administrative Officer in extracting information and generating expenditure reports from computerized information system databases; assists in preliminary analyses of the extracted information and the reports generated, and highlights areas of concern for the attention of the Administrative Officer.
Assists in the development of resource requirements for budget submissions and in the preparation of budget performance submissions.
Researches/compiles data and other information required by the Administrative Officer in the review and analysis of relevant proposals.
Assists the Administrative Officer in the preparation/finalization of budget performance reports, performing preliminary analysis of variances between approved budgets and actual expenditures.
Checks availability of funds for purchase request for goods and services and monitors unliquidated obligations; makes necessary adjustments.
Assists in the financial backstopping of the projects, including monitoring the status of voluntary contributions, generating expenditure reports from UMOJA and monitoring reporting requirements by donors.
Assists the Administrative Joy:
in the issuance of allotments.
Verifies accuracy data input, ensuring data consistency in previous allotments to new allotments issued.
Prepares draft financial reports, verifying overall accuracy, consistency and uniformity in the presentation, and ensuring comprehensiveness and compliance with the format prescribed; cross-checks consistency of figures in tables with the text of the reports, and verifies references to other reports and documents, bringing errors to the attention of the Administrative Officer; ensures that all necessary corrections are incorporated in the reports.
PAYMENTS:
Reviews incoming payment instructions.
Prepares payments for final disbursement by Cashier.
Checks deposits for all incoming funds including donor contributions.
Notifies payees of status of payments.
Assists staff members, Administrative Officer, business partners and donors regarding queries on payment and deposit-related issues.
Files and archives documentation as required.
GENERAL:
Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
Drafts routine correspondence with respect to enquiries related to relevant financial and budget matters.
Maintains and keep up-to-date files.
Provides administrative support to the Administrative Officer, as required.
Performs other duties, as assigned.
Education
Completion of high school diploma or equivalent is required. Supplemental training in Administration, Finance or related field is required. Candidates must have passed the United Nations Administrative Support Test (ASAT), or the Global General Service Test (GGST), at Headquarters, or at Offices Away from Headquarters (OAHs). Applicants who have not passed the GGST at the time of application may be invited
for the test after submitting an application.
Work Experience
A minimum of five (5) years of progressive responsible experience in finance, budget, accounting, administrative services or related area is required.
Work experience in the area of finance/budget with the United Nations or a similar international organization is desirable.
Joy:
Work experience in Enterprise Resource Planning (ERP) or Systems Applications and Products (SAP) e.g. Umoja is desirable.
Work experience in preparing or assisting with the preparation of donor reports is desirable.
Work experience in understanding and meeting the needs of the donor or clients is desirable.

Languages
- English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.
- Knowledge of another official United Nations language is desirable
