Job Description

  This post is financed from the Unified Budget (UB) and is assigned to the Democratization and Good Governance Department of the OSCE Project Co-ordinator in Ukraine (PCU).


Tasks

Under the direct supervision of the National Programme Manager, the National Project Officer should make a substantial contribution to the fulfilment of the objectives, outcomes and outputs of his/her department, the PCU and the OSCE in promoting the enabling environment for civil society development in Ukraine. In particular, the incumbent should perform the following tasks: Manage projects

Manage projects through all steps of the project cycle, in accordance with OSCE performance-based programming and budgeting and project management standards. The cycle consists of:

Identification of projects

Development, including preparing project proposals and budgets

Implementation, including monitoring

Evaluation (which then informs future project identification)

Within the main framework of the OSCE Programme assess needs, identify areas of activity in the field of civil society development, analyse relevant project requirements, formulate proposals in consultation with the National Programme Manager, PCU Senior Management, and relevant OSCE institutions, draft and, if necessary, amend project proposals as well as all related documents;

Prepare documents for project approval/registration by local authorities;

Prepare progress and final project reports, provide input to PCU PBPR and semi-annual reports, draft other information and analytical materials related to project implementation on ad hoc basis.


 

Supervise and directly conduct activities


Assist in selection and oversight of consultants, implementing partners and vendors, including development of terms of reference;

Directly manage activities, which can include working groups, seminars, trainings, study tours, publications and others.

Establish and maintain good relations with partners


As Coordination is essential to the effectiveness of the PCU, the project officer shall ensure coordination of planning and conduct of projects with key partners inside and outside the OSCE, including state, local and international stakeholders;

The project officer is also expected to assist with Fundraising and UB justification.

Other duties as assigned Necessary Qualifications

University degree in Law, public Administration, management, political or social sciences;

Minimum two years of project management experience related to Civil Society Organizations (CSOs) activities;

Experience to establish and develop constructive relations and co-operation between CSOs and state / local self-government institutions;

Demonstrated project management skills;

Demonstrated thematic expertise/understanding of the civil society context;

Excellent written and oral communication skills in English and Ukrainian;

Computer literacy with practical experience in Microsoft applications.

Remuneration Package


Annual salary is EUR 21,431.
