Senior Programme Officer – Gender & Sexuality Programme Regional/Global

 

Responsible to: Director of Communications and Campaigns


Key relationships: Thematic leads, Projects team, Finance team, Fundraising team, Law and Policy team, Communications and Campaign team, Regional directors and colleagues

Working hours: Full time (37.5 hours per week)

Contract type: Fixed term contract – 9 months. from 25 August 2021 to 20 May 2022 (immediate start required)

Special Conditions:


Occasional travel maybe required, and will be based upon WHO guidance and security/risk assessments for Covid-19


Location:


Flexible. Working arrangements will be determined by WHO guidance on the Covid-19 pandemic. Immediate work arrangements are likely to be remote, which can be extended based upon a case-by-case basis. Applicant must have right to work in country where ARTICLE 19 has an office or is registered (UK, Kenya, Senegal, Tunisia, Mexico, Brazil, Bangladesh, USA and the Netherlands) and proximity to A19 offices is a plus, but not required.


ABOUT ARTICLE 19


Established in 1987, ARTICLE 19 works for a world where all people everywhere can freely express themselves and actively engage in public life without fear of discrimination. Our mission is to promote and defend the universal human rights of freedom of expression and information around the world, through international advocacy, campaigns, legal analysis, and regional and national projects. Our international secretariat is based in London, however we have established regional teams based in the Americas, Asia, Europe, MENA and Africa.


ROLE’S PURPOSE


ARTICLE 19 has made a deep commitment to centre gender and sexuality, diversity and inclusion, at the core of our operations and strategy. This intent is articulated in the Mx Method, our internal gender paper focussed on addressing these issues across our programmatic work, operations and human rights policies.


The new role of Senior Program Officer (SPO) is a fixed term position geared to supporting ongoing work for a period of 9 months while the current Head of Gender and Sexuality is on maternity leave. It is expected that the SPO will support gender work in primarily three ways: firstly by providing organisation-wide representation of the gender programme as ARTICLE 19 finalizes its 2022-2025 global strategy; secondly by supporting current fundraising proposals with a view to future opportunities; and thirdly by supporting the implementation of existing gender-focused projects led out of the International Office.


In doing so the SPO will work in deep collaboration across ARTICLE 19 international thematic leads, operational teams, cross-cutting teams, and regional offices to ensure that gender and sexuality are proactively and meaningfully incorporated across A19’s global work. Working with the Director of Communications and Campaigns, and with other senior colleagues, the SPO may also be required to represent ARTICLE 19 externally – for instance with partners in international institutions and civil society where relevant.


New opportunities for funding may also necessitate expert input from the SPO during the course of the contract.


KEY RESPONSIBILITIES


Strategy Development:


• Support the integration of gender into ARTICLE 19’s new global strategy and contribute to the development of strategic planning.

• Work with programmatic and thematic leads to develop gender-inclusive programmatic activities that correspond with ARTICLE19’s strategic priorities; Support on the implementation of these activities and support the offices and programmes.

• Provide insights and advice to the organisation on gender and sexuality issues.

• Monitor human rights, particularly freedom of expression and information trends in women’s rights and LGBTQI rights and keep abreast of civil, political, economic, social and cultural developments on these issues, to identify situations where ARTICLE 19 can offer support.

• Monitor and evaluate the work and impact of ARTICLE 19 work on sex, sexuality and gender, using performance indicators and other outcome measures.

• Develop current project proposals within global, regional and country strategies.


Fundraising:


• Seek opportunities in our donor space to develop new fundraising and project applications focused on gender-related strategic outcomes, in cooperation with the Fundraising Team.

• Support the development of fundraising proposals for new projects and contribute to those developed in the regional offices and programmes on sex, sexuality and gender.

• Maintain good working relationships with donors.

• Ensure implementation of projects is compliant with donor and internal requirements

• Ensure timely production of narrative and financial reports as required.


Programme Implementation:


• Guide the implementation of gender-related projects run by the international office, regional offices and partners, including planning, coordination, design, implementation of activities and finance to deliver outputs and outcomes, reporting and evaluation.

• Ensure quality and cohesion in the identification and implementation of strategic outcomes including by devising and agreeing work plans, budgets and timetables where appropriate.

• Develop and maintain strong collaborative relationships and regular contact with ARTICLE 19 partners relating to strategic outcomes including NGOs and CSOs, media, activists, and government officials, and identify collaborative means of developing strategies and programmes to advance gender equality and freedom of expression.


Communication:


• Support ARTICLE 19’s global external communication strategy, with a particular focus on clarifying ARTICLE 19’s language usage on gender and sexuality issues.

• Represent ARTICLE 19 as a spokesperson on issues related to gender and sexuality in external meetings and with the media.

• Contribute towards reports, blogs, statements, articles and other products covering strategic outcomes under their responsibility for ARTICLE 19 publications, social media and website.

• Respond to inquiries and provide information on ARTICLE 19’s gender programme of work as required.


Global Responsibilities:


• Contribute to ARTICLE 19 global and regional strategies, policy discussions and campaigns.

• Contribute to cross learning and collaboration with other regional/thematic programmes of ARTICLE 19, and contribute to general ARTICLE 19 campaigns.

• Contribute to ARTICLE 19 policies as well as strategies and programme development processes.

• Develop and support the delivery of workshops and training/learning sessions internally and externally focused on gender and sexuality.


Other responsibilities:


• Undertake other duties commensurate with the role as may reasonably be assigned by the Director of Communications, including participation in relevant events.

• Ensure maintenance of programme files, and contribute to the development of relevant information systems to improve institutional memory and learning.

• Comply with internal reporting as per the annual and quarterly reports, as well as monitoring and evaluation of ARTICLE 19 work.

• Ensure continuity for Head of Gender & Sexuality by participating in hand-overs at the start and end of the coverage period, producing regular reports of developments/changes during the coverage period, clearly marking and filing documents for future reference.


PERSON SPECIFICATION

1. Education/Training/Knowledge


• Strong knowledge and experience of feminist and intersectional theories as well as freedom of expression and women’s rights, particularly as it has been developed and implemented in the Global South.

• Degree preferably at master’s level, with specialisation in human rights, gender, journalism, political science, development or a related field.

• Knowledge of international standards on freedom of expression and freedom of information.


2. Skills and abilities


• Understanding of challenges faced by women, LGBTQ+ persons and other minority or marginalised groups as it relates to exercising the right to freedom of expression and freedom of information.

• Understanding of how to engage on gender and sexuality with a grassroots and community-based approach, and the ability to meaningfully engage and work with different communities with a “do no harm” and empowerment approach.

• Strong people skills and an understanding of how to tailor approaches based upon topic sensitivity and shifting risk landscapes.

• Ability to work under pressure and manage time effectively to complete a variety of tasks, without administrative support and under changing circumstances.

• High level of organization and self-motivation.

• Ability to show leadership, to take initiative, and to work independently as well as a part of a team.

• Excellent public speaking and interpersonal skills.

• A high level of proficiency in verbal and written English, analysing and ability to draft and proofread English material.


3. Experience


• Experience of working in the field of freedom of expression and freedom of information, or a related field (e.g. media) especially in women and LGBTQ+ rights.

• Strong experience in writing and/or editing content for a public audience or specialised publications.

• Demonstrable skills in working with multi-cultural and diverse teams and with international, regional and national partners.

• Presentational and public speaking skills.

• Experience in managing projects, managing a budget, monitoring and evaluating of impact.

• Experience of working in a team and understanding of the importance of efficient communications for the coordination and effective functioning of teams.


4. Other requirements


• Ability to work in a multi-cultural work environment and commitment to equal opportunities and non-discrimination.

• Willingness and availability for regular, and sometimes extended, overseas travel. Travel will be based upon WHO guidance and national travel advisories on Covid-19.

• Ability to work effectively and efficiently across multiple time zones with a willingness to attend meetings out of standard office hours to accommodate calls with participants in various countries.

• Demonstrable good quality use of ICT, including collaborative platforms, digital security tools and word documents and spreadsheet software.


5. Desired


• Knowledge and/or experience working with human rights organisations.

• Experience in some of the countries where ARTICLE 19 offices are located.

• Language proficiency in one or some of the countries where ARTICLE 19 is located/registered.

• Understanding of UN mechanisms.
