REQUEST FOR EXPRESSIONS OF INTEREST (NATIONAL)
For Selection of Financial Management Specialist (Individual)
(Package Number: SD5).
1. The Government of the People’s Republic of Bangladesh (GoB) has received a credit/loan from the International Development Association (IDA)/Asian Infrastructure Investment Bank (AIIB) towards the cost of “Dhaka Sanitation Improvement Project”, to be implemented by Dhaka WASA and intends to apply a part of the proceeds of this credit/loan for the services of a Financial Management Specialist.
2. Scope of Services: The overall responsibility of Financial Management Specialist is to support the Project Director for timely and effective utilization of resources consistent with the financial rules and regulation and the Financing Agreement/Loan Agreement signed between GoB & the World Bank/AIIB. The key responsibilities but not limited to, of the Financial Management Specialist (FMS) are as follows:
• Financial Management Manual: Prepare a financial management (FM) manual that would be embodied in the Project Implementation Manual of the project. The FM manual would include authorities and responsibilities of project staff in respect of various segments of FM function, recording and processing procedures for payments, and fund flow arrangements.
• Budgeting: Assist the Project Director in preparing the project budget on the basis of approved procurement plan and implementation plan in consultation with DWASA planning division and various other units involved in project implementation.
• Chart of Account: The FMS will develop a comprehensive Chart of Account for the Project to capture financial data under (i) GoB code of accounts (ii) DWASA’s heads of computerized accounting system.
• Fund Management: FMS would assist the PD and the DWASA in obtaining quarterly fund release for GoB allocated fund and requisite government approval for use of IDA fund.
• Providing expert opinion regarding VAT & Tax to be deducted from Contractors’/Consultants’/Service Providers’ bills submitted to Dhaka WASA for payments.

3. Duration: This is a Dhaka based position and the duration of the assignment will be tentatively for forty (40) months. However, the duration of the contract may be increased or decreased depending on the budget and actual needs of the project.
4. Selection Procedures: Dhaka WASA now invites the eligible Applicants to submit the Expressions of Interests (EoI) for providing the services. The Interested Applicants need to provide information demonstrating that s/he has the required qualifications and relevant experience to perform the services. The selection criteria are:
The Applicant should have the following credentials:
• Master’s degree or equivalent in Accounting/Business Administration, Management, Finance or relevant field of study. Candidates having professional qualification (CA, ACCA etc.) will be preferred.
• Fifteen (15) years of progressively responsible experience in the area of financial management at any public/ international/ multi-national development organization.
• Candidates with experience as an FMS in donor-funded projects will be preferred.
• Proven experience in working with program/project implementation.
Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities and expected remuneration) and a forwarding letter describing briefly the reasons for which the applicant considers him/her-self best qualified to perform the assignment.
The attention of interested Applicants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016, Revised November 2017 and August 2018” (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
5. Detailed Terms of Reference (TOR) and other information will be available upon request from the address provided below either through email or in person. The ToR is also available in Dhaka WASA’s website (www.dwasa.org.bd).
6. The Consultant will be selected following the Selection of Individual Consultant method of the World Bank Procurement Regulations for IPF Borrowers, July 2016, revised November, 2017 & August, 2018. Attention is drawn to Section VII – Para 7.35 of the Procurement Regulations, which stipulates that the Consultant selected shall be the most experienced and best qualified among the candidates, and shall be fully capable of carrying out the assignment. The evaluation shall be based on the relevant qualifications and experience of the Consultant.
7. Expression of Interest needs to be submitted (either through e-mail or in person or by mail) to the following address by 1500 hours Bangladesh Standard Time (GMT+6) on or before 09 September 2021. Please clearly mention “Expression of Interest (EOI) for Selection of Financial Management Specialist” in the e-mail’s subject line or on the top of the envelope.
8. The authority reserves the right to accept or reject any or all EOIs without assigning any reason, whatsoever.
