Context:


IOM is providing a multi-sectoral response in South Sudan including Camp Coordination and Camp Management (CCCM), Shelter-NFI, Health, Water Sanitation and Hygiene, Mental Health and Psychosocial Support. Protection Unit supports protection mainstreaming within all of IOM’s responses as well as implementing specialized protection activities.

Under the overall supervision of the Deputy Chief of Mission and the direct supervision of the Protection Officer, the successful candidate will provide support in implementation of protection activities as well as provide support in protection and gender analysis and development of protection assessment reports and other information products with a focus on the protection situation in South Sudan through the review, processing and use of data collected through the Displacement Tracking Matrix (DTM), other relevant displacement and mobility data collection including review of protection data collected by other sectors within IOM.

Specifically, s/he will be responsible for providing technical guidance and support to the Data Analysis and Research Team (DART) team and presentation with partners, on protection mainstreaming along global protection guidelines and support facilitation of protection team meetings. S/he will also support the provision of technical guidance to protection team deployments and general protection programming.

Core Functions / Responsibilities:


1. Provide practical and technical guidance on protection/gender analysis of DTM data to support the development of protection assessments with strong gender analysis and conflict-sensitive lens.

2. Assist Protection Unit in the analysis, revision, editing and finalization of reports, dashboards and protection assessments reports.

3. Identify potential gaps in data collection and indicators collected in order to help strengthen a protection focus especially in relation to return movement and assist in promoting the adoption of core protection indicators in DTM exercises.

4. Participate in protection cluster and sub-cluster meetings including inter-agency forums in close coordination with the Protection unit lead, and liaise with the Protection Cluster IM / analysis focal points.

5. Contribute to the development and facilitate training on gathering of data for protection assessments, vulnerabilities, monitoring methodologies and tools to facilitate adherence to relevant standards and guidelines.

6. Contribute inputs to support the development of technical guidelines for IOM’s South Sudan humanitarian response in relation to protection issues in line with existing referral pathways. Draft updates to guidelines according to specific instructions or lessons learned.

7. Suggest the integration of protection related indicators/questions/variables into assessments conducted by IOM (particularly, DTM).

8. Review programme tools and suggest amendments in close coordination with the Protection lead and programme managers.

9. Encourage and provide guidance for due concern and the care and protection of specific cases (e.g. Gender-Based Violence survivor, Unaccompanied and Separated Children (UASC), victim of eviction, etc.) identified through IOM program activities. Implement the system of referrals and safe response to possible protection incidents.

10. Contribute to mainstreaming protection including Prevention of Sexual Exploitation and Abuse (PSEA) and Accountability to Affected Populations (AAP) in DTM.

11. Maintain liaison with relevant partners and stakeholders for the implementation of protection activities.

12. Provide technical inputs to support the development of project proposals, work-plans or budgets.

13. Draft reports, briefings, statistical/narrative components and background information as required.

14. Perform such other duties as may be assigned.

Required Qualifications and Experience:


Education


• Master’s degree in International Law, Political or Social Sciences, Human Rights or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.


Experience


• Experience in multi stakeholder coordination and ability to establish and maintain working relations with government counterparts, UN agencies;

• Experience in a complex humanitarian emergency or post-conflict environment particularly protection;

• Experience in project design and monitoring;

• Experience in the field of migration, internally displaced persons’ assistance and protection with at least four years of experience in a crisis context as a protection officer or equivalent (specific focus on prevention and response to gender-based violence, protection and assistance to unaccompanied and separated children, assistance and protection of most at risk groups in crisis contexts).


Skills


• Knowledge of IOM’s sectors of assistance in crisis response and key inter-agency coordination mechanisms and standards a clear advantage;

• Ability to design and deliver effective training and mentoring for adults;

• Ability to provide programmatic technical guidance to junior team members;

• Excellent report writing skills in English;

• Excellent interpersonal, cross-cultural, and diplomatic skills and the ability to lead and work collaboratively with a diverse team;

• Strong interpersonal and communication skills;

• Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment;

• Good computer skills: excellent knowledge of MS Word, Excel, PowerPoint, and email/internet software.


Languages


IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic, French, Spanish and/or local language is an advantage.
