Organizational Setting
The Office of Emergencies and Resilience (OER) is responsible for ensuring FAO's efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist Members to prepare for, and respond to emergencies. OER ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. OER supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. OER plays a major role in the development and leadership of the Organization's programme to increase the resilience of livelihoods to food and agriculture threats and crises.

Reporting Lines

The Information Management system Specialist will work under the general supervision of the Team leader, FAO Representative or Senior Emergency and Rehabilitation Officer depending where he/she will be based.

Technical Focus

The Information Management system Specialist will work to improve coordination of delivery of humanitarian- and resilience-food crisis related programmes in various contexts across the globe. The consultant will be involved in collecting, analyzing, and sharing information through high quality information products designed to assist field staff make programmatic, evidence-based and strategic decisions regarding aspects of emergency and resilience program related to food crisis and/or food security cluster. The Information Management system Specialist will support FAO country offices through the provision of support on data collection mechanism, data analysis, mapping and visualization. She/he will proactively gather and analyse data from various sources to identify and communicate important trends within OER's area of work to the relevant stakeholders within the division

Tasks and responsibilities
Responsible to develop and implement an IM strategy;
Provide support for the collection and analysis of related data from all FAO countries with creation of online database and interactive dashboard including gap analysis and expected outcome;
Support the development of internal communication and monitoring online tools and advocacy materials;
Drive the development of data warehouse, a platform centralizing and aggregating Food Security Crisis operational and analytical data, with the goal of providing online visualization tools for strategic decision making;
Monitor the production of country level information products (establishment and management of a tracking sheet, and proactive follow-up with countries in need of support);
Participate in the preparation of communication and advocacy product generated by GIS;
Provide on demand IM backstopping field deployments for Information Management Officers when needed. 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

University degree preferably in Statistics, Economics, Data Management, GIS, International or Humanitarian studies or related field;
Minimum of three years of relevant experience in in data management and visualisation;
Working knowledge of English and limited knowledge of any other official language of the Organization (Arabic, Chinese, French, Spanish and Russian).

Work experience in more than one location or area of work, particularly in field positions is desirable;
Work experience in humanitarian contexts is an asset;

Strong knowledge of and experience in using advanced Excel;
Knowledge of data visualization and mapping: ability to collect and organize data for map production, map production;
Ability to present information in understandable tables, charts, graphs and dashboards (Powerbi);
Data storage and file management expertise.
