What we do
The ICRC recognizes that data is an important asset for the institution, as it supports field staff in providing direct services to beneficiaries and helps managers to take decisions based on quantitative evidence. The Assistance programme provides field operations with strategic support and field expertise in 4 key areas: Economic security, Health care services, Water & Habitat, as well as Weapon Contamination. Data related roles are spread across métiers as well as Assistance Data Management.
In 2020, an evaluation, run by the external expert Ernst & Young (E&Y), assessed the Assistance data management activities and processes, identified areas for improvement (e.g. roles and responsibilities, working processes, prioritization and resources allocation between the different teams involved in the Data Management activities in Assistance) and proposed a set of recommendations which started to be implemented in the last quarter of 2020. These measures will ultimately optimize the overall effectiveness and efficiency of the current organizational model around Data Management and streamline data-related roles. One of these measures is the revision of the job description of the Head of the Assistance data management team, evolving from a data management and analytics towards a less technical and more data management coordination role
Purpose
The Data Management Coordinator supervises and manages the Assistance Data Management team (Data & Analytics managers) based in Manila and Belgrade Shared Services Centers , including the Data Management Partnership Adviser . She/he also contributes to the global coherence and consistency of Assistance métier data. She/he understands the strategic data and analytical needs of the programmes and supports its decision-making process through business intelligence reports and analysis. She/he ensures efficient and on-time coordination and facilitates communication between métiers and other units and departments in the ICRC. In collaboration with Assistance units’ data representatives, she/he is accountable for ensuring the effective and efficient production of the data deliverables to institutional reporting based on the set standard level agreement.
This function requires proven leadership skills, proficient skills in people and stakeholders’ management, teamwork and collaboration, a technical mindset, as well as proven competencies in cross-functional data analytics and data management. This role entails also strong knowledge of project management, solid communication skills, and the ability to coordinate various people and workstreams.
Accountabilities & Functional responsibilities
COORDINATION
In close collaboration with métiers, oversees and contributes to global quality and coherence of the métier data & analytics management and ensures operational/institutional relevance, operational needs, business processes best practices and quality requirements are met and maintained
Facilitates communication between métiers and other units in ICRC, and manages the data support function (i.e. Manila and Belgrade Shared Services Centers teams)
Supervises a team of Data & Analytics Managers (level 1 and 2) including one associate
Coordinates data management across Assistance métiers and provides transversal guidance, when applicable, on data management topics
Is responsible for initiating, leading and accompanying discussions with métiers, Functional Application managers, delegations, and key stakeholders on issues, tools, methodologies, guidelines related to data management and analytics
Organizes and drives successful completion of data maturity improvement initiatives through effective management of resources and collaboration with stakeholders and aligning with institutional data governance
Facilitates and drives the Assist Data Board, collaborates and provides recommendation on prioritization of projects, tasks or larger demands
Owns the demand management process: to this end collects development requests and other type of demands, assesses feasibility and estimates efforts; prioritises demands according to set criteria, in close consultation with the Assist Data Board; keeps the list of demands up-to-date with timelines and estimated effort
Acts as the overall focal point for Resource Mobilization on Assistance data for donor reports. Collaborates closely to shape and manage donor data requirements from planning, definition to delivery
Contributes to institutional and DTD data projects for the technical specificities of the Assistance programme and its functional needs, closely collaborates and aligns with the DTD team on data compliance and analytics subjects and participates, as required, in the data & analytics governance groups

DATA MANAGEMENT & DATA QUALITY
Co-assumes accountability for the data quality of institutional reports in close collaboration with all stakeholders, particularly Resource Mobilization (REM), métier management, application owners and delegations, and closely monitors coherence, completeness and timeliness
Promotes data quality and contributes to a behavioural change management to embed a strong data quality culture within Assistance, and beyond
Provides guidance, directs and participates with the Data & Analytics Managers on producing accurate (transversal) métiers data & analytics deliverables, allowing for evidence-based decision-making
Oversees and guides the continual improvement of Assistance data quality, at institutional and programme level, through best practices including automation, monitoring and assessment tools, optimization of processes, policies and protocols
Contributes and provides guidance to the design and the documentation of the data model for Assistance data marts and other intermediate tables according to best practices for correct consolidation, computation, coherence and ease of use for business intelligence
Identifies transversal key issues related to data and ensures appropriate follow-up
Contributes and recommends solutions on issues related to data management and the métier data support model
Contributes to the optimization of processes for data entry, validation, analysis and modelling
Supports the Digitalization of Operations programme for continuous improvement to data interoperability, alignment to Master Data Management and compliance to institutional reporting obligations

ADDITIONAL DUTIES
The position requires one mission per year to the Shared Service Centres in Manila and Belgrade for continuous development of the team, guidance on the delivery of outputs and people management
People management responsibilities
Understands and supervises the Performance Management & Development (PMD) activities for employees under her/his supervision
Makes sure that deadlines for the PMD cycle are met
Engages in ongoing and continuous feedback and support, particularly for employees under her/his supervision, but also other staff members
Organizes regular meetings within her/his team to ensure optimal coordination of the work and proper flow of information
Ensures that job descriptions for employees under her/his supervision are up to date; seeks feedback and support from the HR Department if needed
Plans and coordinates the annual leave of the employees under her/his supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year
Coordinates and supports the employees under her/his supervision in their personal development by coaching and advising them on internal and external training and development possibilities
Scope & Impact
Remit: global, with a high number of stakeholders/interlocutors.
Strategic impact: large impact on practices, continuity and processes within métier, between different métiers, ICRC as a whole, with external partners (National Societies, authorities, NGOs, etc) and on donor reporting obligations.
Major accountability – internal and to external partners/donors, with a significant impact on ICRC’s reputation and capacity on obligations.
Manages a team of 2-4 people (data & analytics managers, officers and functional application managers).
Relationships
Internally, interacts within and between métiers, with Assistance and Protection data stakeholders, as well as REM REP, DTD, Digit Ops, REM, PMT and BI_ICT teams at HQ, regional, CSN and field level. At all times in close consultation and in agreement with the Assist Data Board members, represents the Assistance métiers in relevant organization-wide projects, forums and platforms on data management and analytics
Externally, might interact with major donors, partners and possible suppliers, if required.
Certifications / Education required
University degree or equivalent
Excellent command of English. Knowledge of French is an asset.
Project Management Certification (Agile or V methodology) an asset.
Computer proficiency.
Professional Experience required
Typically 12-15 years overall professional experience.
5-7 years direct experience in data management & analytics including 2-3 years working for international organization(s).
Proven experience in project and team management.
Knowledge of ICRC environment is an asset.
Data management field experience is an asset.
