OVERVIEW OF THE FUNCTIONS OF THE POST
To enhance the full implementation of the International Assistance (IA) mechanism established under the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage (hereinafter called “the Convention”), a toolkit will be created in the framework of Articles 20 to 24 of the Convention. This guidance manual will contain instructive information on the IA mechanism, a comprehensive overview of the application process for international assistance from the Intangible Cultural Heritage Fund, and key tips for the proper planning, Monitoring and Evaluation of a project. The toolkit will also provide the overall conceptual framework of the Convention as well as the eligibility and selection criteria for international assistance requests as set out in Chapter I.4 of the Operational Directives for the Implementation of the Convention. The content of the toolkit should be accessible to all stakeholders, regardless of their level of expertise in the field of intangible cultural heritage or academic qualifications.

Long Description
Work assignment
In the framework of the implementation of the Convention for the Safeguarding of the Intangible Cultural Heritage, and in close consultation with the Safeguarding, Monitoring and Implementation Team of the Culture Sector Living Heritage Entity, the consultant shall elaborate the content of a toolkit on the International Assistance mechanism established under the Convention.
The toolkit, targeting the living heritage community and stakeholders, will provide the basic principles governing the use of the IA mechanism, key tips for sound project planning, budgeting, monitoring and evaluation methodologies, as well as any other relevant elements to support States Parties to the Convention preparing international assistance requests in a comprehensive manner. For this purpose, the consultant shall:
1. Review and analyze the existing international assistance mechanism and application process, all IA related Forms (ICH-04-Greater, ICH-04-Greater, ICH-04-up_to, ICH-04: Emergency assistance requests, ICH-04-Timetable and budget, ICH-04-Progress Report, ICH-01bis, ICH-05 and ICH-06), and three (3) completed IA projects for each of the following regions: Eastern Europe, Latin America and the Caribbean, Asia and The Pacific, Africa, and the Arab States; based on the findings, develop a detailed outline of the tool kit for review, comments and approval by UNESCO.
2. Propose a draft of the toolkit (in English). Each section shall explain the concepts, key issues and, where possible, provide examples of a well-planned IA project. The draft shall be submitted to UNESCO for review and comments. The length of the document should not exceed 25 pages in A4 format, with 1,5 line spacing, font 12. The contents should be easily accessible to the target readership.
3. Prepare a final revised version of the toolkit, taking into account the feedback provided by UNESCO and including diagrams and/or other elements if needed. The graphic Design of the tool kit will not be part of this contract.
Contract duration and work location
The contract duration is estimated at 2.5 months (full-time work). Please note this is a home-based position.

REQUIRED QUALIFICATIONS
Education
• Advanced University degree (Master’s or equivalent) in the field of culture, humanities or education.
Work Experience
• At least 5 years of professional experience in supporting programmes and projects in fields related to culture and/or international fund monitoring.
• Experience in preparing or analyzing guidance manuals or developing pedagogical tools for International Cooperation processes in the field of culture.
Skills/Competencies
• Excellent analytical and drafting skills.
• Excellent interpersonal skills in multicultural contexts.
• Excellent organizational and planning skills.
• Ability to work under pressure.
• Excellent IT skills (Outlook, Word, Excel, PowerPoint, etc.).
Languages
• Excellent knowledge of English.
