CAR is among the poorest countries in the world and faced with this, the Central African Government has developed its recovery strategy fully aligned with the third pillar of the Strategic Plan for the Recovery and Consolidation of Peace in the Central African Republic (RCPCA) which is closely linked to the two objectives of the World Bank which are to end extreme poverty and promote shared prosperity. It is therefore in these contexts that the Government obtained this grant from the Bank, which aims to improve rural road connectivity, access to markets and social services, but also to provide an immediate and effective response in the event of a problem. crisis in the North-East and North-West region of the Central African Republic.


  • More specifically, this project consists of: 

1- Reopening and consolidation of Section 1: Ndélé - Birao, with a length of between 331 and 441 km;


2- Consolidation of Section 2: Kaga-Bandoro - Mbrès - Ndélé, approximately 330 km long;


Choice of project areas 

  • - The Northwest Basin was chosen because of (a) its large population (approximately 20% of the total population); (b) its agricultural potential, including irrigation and livestock possibilities; (c) its role as one of the hot beds of the crisis; And (d) its strategic location along the corridors connecting Bangui to Cameroon and Chad;
  • The North-East basin has been prioritized because of its extreme isolation, with particular emphasis on the main access route to this region (Kaga-Bandoro-Ndélé-Birao). This road is part of a regional corridor connecting CAR to Sudan Intervention Strategy In order to re-open and consolidate rural roads in these areas / basins listed below, the project has planned an intervention using a 'mechanized approach 'in phasing with the creation of two mechanized units, one in Kaga Bandoro and another in Ndélé - from an emergency pilot phase to phase 3 of sustainability.
  • Based in Kinshasa in the Democratic Republic of Congo (DRC) since 1991, the UNOPS Democratic Republic of Congo (CDMC) Multipays Office covers eleven countries: Angola, Burundi, Cameroon, Central African Republic, Comoros, Gabon, Equatorial Guinea, Democratic Republic of the Congo, Republic of Congo, Madagascar and Rwanda. Key functions / expected results


Under the direction of the Project Manager and under the direct supervision of the Expert in Environmental and Social Safeguarding, the Senior Analyst in health and safety, social and environmental management - occupational health and safety assists the engineers of the '' UNOPS and UNOPS partner companies in the supervision of measures to prevent accidents at work and safety (rules of hygiene, health and safety at work, working conditions, safety on construction sites).

 Health and Safety 
is responsible for:

  • Support in the management of health and safety on project sites;
  • Regularly produce accident and incident investigation reports;
  • Remind everyone on the site of the general principles of safety and the safety rules in force, in particular subcontractors and visitors;
  • Identify malfunctions and safety risks for people and property on construction sites and report them to the site engineers.
  • Monitor the execution of Environmental and Social Management Plans (ESMP) on worksites and draw up a weekly report;
  • Raise workers' awareness of safety instructions (wearing PPE, site rules and project internal regulations, etc.) and the prevention of accident risks;
  • Contribute to the implementation of the Complaints Management Mechanism (MGP) for conflict prevention (verification of complaints, processing and monitoring-evaluation);
  • Contribute to carrying out weekly site inspections by identifying health and environmental risks and proposing measures;
  • Contribute to the preparation of monthly reports.
  • Monitoring and progress checks
  • Report on the monitoring of HSSE measures and compliance with UNOPS and World Bank HSSE requirements by project implementing partners;
  • Contribution to the verification of complaints and capacity building of CLGP members;
  • Weekly inspection report of the activities carried out by the implementing partners of the project, the difficulties encountered and the solutions adopted;
  • Quality of relations with implementing partners and beneficiaries;
  • Contribution to the preparation of monthly reports.

Final product


Contributions to the drafting of monthly reports, monthly inspections and quarterly audits of the project on compliance with UNOPS and World Bank HSSE requirements;

Monitoring activities of the measures of the environmental and social management plan (ESMP) of the environmental and social impact study report (ESIA) of the project according to the planned approach and modalities, and reports submitted within the allotted time.

Higher education diploma at Bac + 2 level (a BTS in hygiene, cleanliness, environment, a DUT in hygiene, safety, environment or a DUT in metrology, control, quality) or in other similar fields is required.

Having 2 years of professional experience in the field of hygiene, cleanliness, environment, environmental health safety or metrology, control, quality is required;

Having experience in emergency or development projects in CAR would be an asset;

Experience in animation and community mobilization would be an asset;

Training in conflict resolution would be an asset.

Experience in international organizations would be an asset;

Post-conflict experience in high-risk areas would be an asset;

Experience with indigenous communities would be an asset;

Knowledge of first aid and fire safety would be an asset.

Having a perfect command of French (reading, speaking and writing) is required;

Having an intermediate knowledge of English is an asset.
