Job Purpose and Organizational Context

The Office of Audit and Investigations (OAI) reports to the Administrator and is responsible for internal audit and investigations services to UNDP and its affiliated entities. OAI has the sole responsibility for the conduct of all investigations within UNDP.

The Investigations Section of OAI conducts assessments and investigations into allegations of misconduct, such as fraud, theft and embezzlement, corruption, abuse of privileges and immunities, sexual exploitation and sexual abuse, workplace harassment and abuse of authority, retaliation on whistleblowers, or other acts or omissions in conflict with the general obligations that involve UNDP staff and other personnel.

OAI conducts investigations in accordance with the Uniform Principles and Guidelines for Investigations endorsed by the 10th Conference of International Investigators, with the UNDP Legal Framework for Addressing Non-Compliance with UN Standards of Conduct, and with the OAI Investigation Guidelines.

OAI established the Social and Environmental Compliance Unit (SECU) within the Investigations Section as a separate unit to respond to complaints that UNDP may not be meeting its social and environmental commitments. The SECU became operational on 1 January 2015. The assessment, investigation and reporting of alleged non-compliance with UNDP’s social and environmental safeguards is conducted by SECU as a compliance review in accordance with generally accepted international processes. The purpose of a compliance review is to investigate alleged violations of UNDP’s social and environmental policies and procedures, to identify approaches to bring the project into compliance, and to address harms caused by such non-compliance.

In that regard, SECU operates a complaint mechanism for communities and public stakeholders and assesses such complaints to determine whether an investigation is required and/or whether the issues raised are appropriately dealt with through a separate dispute resolution process managed by UNDP’s Stakeholder Response Mechanism. Where the assessment determines that an investigation is warranted, SECU will investigate allegations of non-compliance with UNDP’s social and environmental safeguard policies. Based on the evidence collected during the investigation, SECU will recommend action to bring a project into compliance and address harms to impacted communities.

Additionally, SECU has outreach and reporting mandates. SECU outreaches to communities and local, regional and international NGOs where UNDP has projects to promote awareness-raising of SECU and to build capacity and understanding regarding SECU’s mandate. SECU must also report internally and externally to stakeholders in the form of annual reports, periodic updates, newsletters, social media posts, and other communications as necessary.

The Research Analyst functionally reports to the Compliance Specialist (P4), SECU, while he/she works closely under the technical guidance of the Lead Compliance Officer, SECU.

Duties and Responsibilities

Under the overall supervision of the Compliance Specialist, SECU, the primary role of the Research Analyst is to conduct research and provide support for matters that fall within SECU’s mandate, as outlined in ‘Organizational Context’ above.

Research assistance

  • The primary roles of the Research Analyst within the SECU is to provide research capacity and investigate cases in support of the SECU eligibility determinations, compliance reviews, and monitoring processes.
  • Provide ongoing support to UNDP’s Compliance Review and Stakeholder Response Mechanism, including in the areas of research and analysis; communications and outreach; training and events; and case management.
  • Coordinates and conducts research and analysis for the SECU.
  • Maintains organized and up-to-date information and documentation repositories (intranet case files, online case registry, case management systems, intake process, etc.)
  • Assists with engagement of translators, interpreters, volunteers, interns, and others.
  • Assists with logistics planning for SECU missions.
  • Provides high quality research and analysis reports.
  • Reviews and provides edit suggestions on reports.
  • Supports the intake of complaints and evaluates.
  • Undertakes research on specific cases.
  • Investigates alleged violations of UNDP’s social and environmental policies and procedures.
  • Identifies, collates and analyses potential evidence.
  • Provides research and drafting support to preparation of the annual report by SECU.
  • Organizes SECU weekly update meetings and action lists from those meetings.
  • Researches and prepares documents on SECU-related topics.
  • Supports the SECU unit with other tasks that may arise as determined by the Compliance Specialist (P4) in consultation with the Lead Compliance Officer.

Client Services

    • Supports research and investigative tasks within SECU.
    • Participates, as required, in meetings with relevant internal and external stakeholder groups, including complainants, civil society organizations, international development organizations, independent accountability mechanisms, and other relevant offices in UNDP.
    • Assists in the preparation and dissemination of outreach materials to inform stakeholders.
    • Assists in the development of outreach strategies and the implementation of plans for each key stakeholder group.
    • Provides ongoing maintenance and support of SECU/SRM website, Case Management System, and Registry.
    • Assists in designing and preparing communications materials about SECU, outreach, trainings and events.
    • Helps manage and organize case files, evidence, and communications.
 Interacts with service providers, interns, and volunteers as needed to assist in coordination of tasks and deliverables.

Required Skills and Experience

Education

Advanced university degree (Masters) in intelligence research and data analysis, compliance/investigations, law, risk management, international affairs, international development, or related field.

Experience

A minimum of 2 years of relevant professional working experience in the field of research and analysis, investigations, writing and editing, preparation of communications material, preparation of graphs, charts and reports conveying results.

Experience working within an international development organization is desirable.

Experience working with, or a detailed knowledge of social and environmental accountability mechanisms and corresponding social and environmental safeguards is desirable.

Experience working with local communities and civil society organizations is an advantage.

Experience in communications, outreach, reporting, editing, and managing web-based reporting and case management systems is desirable.

Language

Fluency in written and spoken English is required.

Fluency in French and/or Spanish is highly desirable.

Fluency in other UN official languages is an advantage.
