UNDP has been a trusted development partner of the Maldives for more than 40 years, helping to achieve the eradication of poverty, reduction of inequalities and exclusion in areas such governance, environment protection, climate change mitigation and adaptation. In each of its thematic areas of work, UNDP at the request of its national partners provides relevant policy advisory support, technical assistance, advocacy, and knowledge to help Maldives achieve its global commitment on Sustainable Development Goals (SDG). With Maldives’s transition to Middle Income Country Status, Official Development Assistance from traditional donor sources has been on the continuous decline. UNDP is therefore working with its national partners to identify and tap into alternative and innovative financing mechanisms for development. This process involves broadening outreach and forging wide-ranging partnerships with stakeholders – including other UN agencies, the government, the private sector, philanthropic Foundations, multi-lateral and bi-lateral donors and International Finance Institutions to advance the country’s development strategies and objectives.

In light of the increasing urgency of climate change responses in every programme country, UNDP is investing in strengthening its climate change services to all countries. The Programme Assistant will be fully integrated into the Resilience and Climate Change Unit of UNDP Maldives as well as the community of practice of climate change advisors and experts already working at national, regional and HQ levels. The Programme Assistant will also work in close collaboration with the operations, programme and project teams in the CO staff for resolving programme related issues and information delivery.

The Programme Assistant will support the CO by providing operational and management support to existing climate change related projects and programmes as well as towards resource mobilization and pipeline projects. The Programme Assistant provides the necessary support in execution of services in the CO Programme Unit, supports the design, planning and management of the country programme portfolio by facilitating programme and project implementation. The Programme Assistant promotes a client-oriented approach consistent with UNDP rules and regulations. Duties and Responsibilities

  • Administration and implementation of programme strategies, adapts processes and procedures
  • Support to management of the CO programme/projects
  • Administrative support to the Programme Unit and overall support to the Programme oversight to Projects (NIM/DIM)
  • Facilitation of knowledge building and knowledge sharing
  • Support the

administration and implementation of programme strategies, adapts processes and procedures focusing on achievement of the following results:

  • Effective application of RBM tools and achievement of programme and management targets. Support the design of mechanisms to accelerate delivery and enhance impact of programme portfolio
  • Presentation of information/ reports for identification of areas for support and interventions
  • Support the troubleshooting of project implementation by effective quality assurance of PMUs related programme and operations work
  • Provides effective support to

management of the CO programme focusing on the achievement of the following results:

  • Support the preparation of project documents’ drafts, work plans, budgets, proposals on implementation arrangements
  • Pipeline management and project initiation on and off Atlas. Prepares in coordination with PMUs and in coordination with relevant office units’ re-alignment of budgets/project documents and agreements.
  • Support the Programme Officers in substantive programtic work.
  • Support the provision of guidance to the executing agencies on routine implementation of projects, tracking use of financial resources.
  • Follow up on performance indicators/ success criteria, targets and milestones, preparation of reports.
  • Support the identification of operational issues and participate proactively in solutions in accordance with programme policies and procedures of the organization.
  • Support quality assurance related activities/audits and follow up tasks including audit recommendations
  • Provides

administrative support to the Programme Unit and overall support to the Programme oversight to Projects (NIM/DIM) focusing on achievement of the following results:

    • Proper control of the supporting documents for payments, review of projects & Financial Reports.
    • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas.
    • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers
    • Support the Programme Analyst in guiding UNDP Project personnel in DIM implementation or Country Office support to NIM in complying with relevant UNDP Programme and Operations policies and procedures.
  • Supports Project teams in capacity building exercises oriented to develop competences in NIM environment for accountable and result driven project management
  • Supports the effective formulation of procurement plans
  • liaising with communication unit to arrange for media involvement, press conferences & press releases
  • Ensures

facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

  • Organization of trainings for the operations/ projects staff on programme
  • Effective contributes to sharing competencies and expertise across projects, teams and peers
  • Synthesis of lessons learnt and best practices in programme
  • Sound contributions to knowledge networks and communities of practice

Required Skills and Experience

Minimum Academic Education:

  • Secondary Education or bachelor’s degree in Project Management, Business or Public Administration or related field.

Minimum years of relevant Work experience:

  • 5 years of relevant experience with Secondary Education or 1 year of relevant experience with bachelor’s degree.
  • Relevant experience in administration or programme support service.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.). Experience in handling of web-based management systems.
  • Exposure to UNDP ERP, ATLAS and share point an asset.

Required skills and competencies:

  • The key results have an impact on the overall CO efficiency in programme and success in implementation of programme strategies in order to accelerate delivery and increase quality assurance.
