Organizational Context:
The post is based in Zahle Field Office. The incumbent will report to the Programme Policy Officer (Deputy Head of Field Office) of Zahle Field Office.
Job Purpose:
The incumbent will be responsible for activities related to various WFP programmes such as and not limited to: Direct Food Assistance, Livelihood, School Feeding, Accountability to Affected People ( AAP), and Social and ensure they are undertaken within the agreed timeline and properly coordinated with relevant parties internally and externally as required. The incumbent will be expected to travel within the service areas of Zahle Field Office.
Accountabilities : Within delegated authority and under the direct supervision of the Programme Policy Officer (Deputy Head of Office in the field office and the overall guidance of the Head of Field Office, the Programme Assistant will be responsible for the following duties:
- Contribute towards the development of several projects, plans, and processes, ensuring alignment with wider programme policies and guidance.
- Assist in liaising with WFP cooperating partners (CPs) focal points for the overall field supervision of the on-going programmes.
- Coordinate distribution schedules and related logistics affairs with other program assistants and maintain records of plans and documentation of progress in implementation of activities.
- Verify the planned distribution of food assistance, report issues or discrepancies to the supervisor for timely resolution of problems and to ensure that the quantity and quality of the operation is in line with WFP standards
- Prepare a variety of elaborated reports and substantial data analysis on WFP assistance, programme status, ensuring deliverables adhere to corporate standards and quality control.
- Ensure accurate, timely recording of data and consistency of information and narrative inputs.
- Liaise with cooperating partners and internal counterparts to gather feedback and comments to support program reviews and improve services.
- Receive and collate comments and feedback from cooperating partners, beneficiaries, to support identifying programmatic issues with a view to fostering efficient operations.
- Provide efficient support to enable accurate contract/Field Level Agreement management, partnership management and financial management so processes are performed in a timely manner.
- Compile data and maintain electronic records, plans and documentation, following corporate and country office standards and guidelines, for the Field Level Agreements and partnership management between WFP and Cooperating Partners.
- Work and exchange information with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities.
- Draft reports, Food release notes and other notes for the record to document programme activities implementation.
- Assist to support WFP Emergency Preparedness ad Response processes; follow corporate emergency preparedness practices to ensure WFP Lebanon is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
- Assist in compiling, consolidating and cleaning data at field level to support operational decision making.
- Perform other related duties as required.
Desired experiences for entry into the role:
- Experience in partnership management or grant proposal and budget review.
- Ability to facilitate discussions and coordinate tasks with multiple technical teams.
- Agility and stamina to work in a fast-paced working environment.
- Ability to maintain regular, well organized, and accurate records.
- Proficient computer knowledge and usage of MS software package.
- Advanced knowledge in MS Excel.
- Effective communication skills for diverse audience of different ethnic groups and economic levels, and interagency partners.
- Work experience with NGO or UN is a plus.
Standard minimum qualifications:
Education:
Completion of secondary school education. University degree in social sciences, business, economy, nutrition, agriculture, or other related fields is a plus.
Experience:
At least Five (5) years of progressively responsible experience with at least Three (3) years of experience in the fields of humanitarian assistance, program administration, nutrition, livelihoods, agriculture, refugee operation or other related fields.
Language:
Fluency in both oral and written communication in Arabic and English. Knowledge of French language is added advantage.
