Management and Development for Health (MDH) is a non-profit, non-governmental organization whose primary aim is to contribute to address public health priorities of the people of Tanzania and the world at large. These priorities include: communicable diseases such as HIV/AIDS, Tuberculosis and Malaria; Reproductive, Maternal, New-born and Child health (RMNCH); Nutrition; Non-Communicable Diseases of public health significance; as well as Health System Strengthening. Position: Regional Manager-AHD/NCD/IVD (2 Posts)
Reporting to: Regional Clinical SI Manager (RCSIM)
Location: Kagera and Tabora
Job Summary:
The Reginal Manager-AHD/NCD/IVD is responsible for the overall leadership of MDH’s Advanced HIV Disease (AHD), Non-Communicable Disease (NCD) and Immunization & Vaccine Development (IVD) program and services at the region. She/he provides oversight of the day-to-day implementation of AHD, NCD and IVD related interventions and services in collaboration with the Regional and Council Health Management Teams (R/CHMTs). This includes screening and management of AHD, and management of high viral load (HiVL) clients, the integration of Hypertension, Diabetes Mellitus and Cardiovascular Disease management in HIV services and immunization and Vaccination uptake, including COVID 19 vaccine in supported regions. S/he is responsible to oversee the implementation, coordination and reporting of all AHD, NCD and IVD initiatives in collaboration with other MDH staff and relevant regional, council and health facility staff.
Duties and Responsibilities
Provide technical leadership and oversight in the planning, implementation, monitoring, evaluation and reporting of AHD, NCD and IVD program/ services at the regional level, in line with the project workplan and national guidelines and in collaboration with R/CHMTs and other key stakeholders
Lead implementation of key program, national and donor priorities/ strategies on AHD, NCD and IVD services incl. timely screening and treatment of AHD, clinical follow up of High Viral Load (HiVL) clients, integration of Hypertension/Diabetes Mellitus/Cardiovascular Diseases into HIV care, integration of COVID 19 vaccine and other vaccines into routine immunization and others in line with evidence-based best practices and national guidelines.
Undertake needs assessment on AHD, NCD and IVD services and organize efforts to address them incl. site visits for technical assistance/ capacity building as well as health system strengthening, in collaboration with R/DPMs, and R/CHMTs.
Organize capacity building on AHD, NCD and IVD services for MDH regional program staff, R/CHMTs and HCPs, lay providers etc., via mentorship, on-job training, CME, clinical attachment and other approaches in line with national guidelines.
Lead efforts to verify and assure fidelity, adherence to SOPs and quality of care and data on all supported AHD, NCD and IVD services incl. through supervision data quality assessment, chart/ register review, spot check and other approaches.
Work with the M&E team to support MEL of AHD, NCD and IVD services incl. ensuring availability of M&E tools, timely and accurate reporting, data quality activities, as well as strengthening of the related M&E systems.
To oversee implementation and monthly and quarterly monitoring of the annual AHD, EAC, NCD and IVD targets and work towards their achievement
Lead efforts analyze and use AHD, NCD and IVD data to inform plans, priorities and resource allocation.
Lead efforts to identify gaps in AHD, NCD and IVD services, design and implement operational research (OR), secondary data analyses and CQI initiatives to address these gaps
Participate in district/ regional/ national level meetings and consultations to share and disseminate MDH experiences, best practices and lessons learned on AHD, NCD and IVD program/services.
Promote a culture of high performance, commitment, frequent monitoring, and accountability towards outcomes at an individual level and collectively as a team at the regional/ MDH unit level
Lead efforts and contribute towards writing technical program documents incl. project proposals, work-plans, reports, SOPs, job aids, IECs, best practices, lessons learned etc.
Support and advise the regional project manager on all AHD, NCD and IVD issues and perform other
relevant duties as assigned by her/his supervisor.
Requirements, Education, work experience and skills
Medical doctor (MD) with a Master’s degree in Public Health with a minimum of 5 years of experience managing HIV and AIDS projects, experience working in Advanced HIV Disease and integrated HIV and NCD program is an added advantage.
Solid technical knowledge of Advanced HIV Diseases (including Tuberculosis, Cryptococcal meningitis, Bacterial meningitis and toxoplasmosis), EAC cascade and management of High viral load clients, Non-communicable diseases and their risk factors, particularly hypertension, diabetes and/or cardiovascular disease AND immunization and vaccination activities including COVID 19 and Human Papilloma Virus (HPV) vaccines.
Understanding of the global and National COVID-19 Response Priorities and targets and program coordination with multiple stakeholders (local Gov, collaborators, Donors, CSOs, community/religion leaders)
Demonstrated experience in M&E, Reporting, data analysis and data use
Ability to adapt and work under various working conditions.
Strong organizational and management skills, (e.g., setting priorities and completing tasks on time and on budget) and manage multiple tasks concurrently; meet deadlines with attention to detail and quality.
Demonstrable experience working with a variety of organizations and stakeholders, including experience collaborating with MOH and IVD.
Excellent written and verbal communication skills in English.
