Background
The University of California, San Francisco (UCSF) received an award from the US Centers for Disease Control and Prevention (CDC) to be part of the Technical Assistance Platform for Health Informatics (TAP), providing assistance to PEPFAR-supported countries in the domain of health informatics. As part of this, CDC has requested UCSF to develop an eHealth Enterprise Architecture for Botswana. UCSF is seeking an eHealth Enterprise Architecture lead to support this work. The work solely encompasses Botswana, but UCSF is recruiting outside of Botswana for this position.
This position requires extensive experience in developing enterprise architectures, only individuals who have demonstrable experience in writing enterprise architectures for eHealth such will be considered for this position.
This is a short term, 6 month position, at 60% effort.
Roles and Responsibilities
Lead and coordinate a team of individuals based in various countries, including Botswana, in the development of an eHealth enterprise architecture
Develop the initial components of the HIE and identified use cases (Client Registry, Health Records, Lab and Medicinal Commodities)
Conduct a thorough assessment of the existing health system landscape, including infrastructure capabilities, available health IT systems, and relevant policies and regulations.
Develop an EHEA framework that outlines the overall structure, components, and interactions within the health system, incorporating the identified components and subsystems mentioned in the introduction.
Define data models, standards, and protocols to ensure interoperability and data exchange between different systems and stakeholders. This will be high-level, so it is not expected to go into the actual details (for example, it may be sufficient to just state there will be FHIR-based interoperability between a CMIS and Reference Laboratory)
Collaborate with stakeholders to review and refine the architecture framework, ensuring alignment with local health policies and strategies.
Provide recommendations for the selection, implementation, and integration of hospital management systems and clinical management information systems, considering scalability, adaptability, and compatibility with the overall architecture, as well as maintenance and sustainability.
Develop comprehensive documentation, including architectural diagrams, technical specifications, and implementation guidelines, to facilitate the implementation and maintenance of the enterprise architecture.
Support a dissemination workshop to present the final document to the government of Botswana
Conduct the writing and editing of the main overall EA document for Botswana
Requirements
Qualified candidates must possess:
BSc in computer science or related field
5 years of experience working in the digital health space
Demonstrable experience towards writing a EA document for at least one country in Sub-Saharan Africa
Experience in working in at least three countries in Sub-Saharan Africa
TOFAG experience or certification is an advantage
