TERMS OF REFERENCE
Job Title: Technical report writing consultant
Purpose: To work with project staff technical teams (and any other project staff as may be needed) to write and produce technical reports with specific focus to, but not limited to, documenting key lessons learned and implication of various technical interventions in alignment with project objectives on the supply chain of health commodities in Tanzania.

STATEMENT OF WORK
1. Background
The Global Health Supply Chain Program Technical Assistance – Tanzania (GHSC-TA-TZ) project, supported by the United States Agency for International Development (USAID), provides expert technical assistance to Tanzania to strengthen country supply chain systems across all health elements, e.g., malaria, family planning (FP), HIV/AIDS, tuberculosis (TB) and maternal, newborn and child health (MNCH). In coordination with in-country and development partners, GHSC-TA-TZ assists Government of Tanzania health programs by providing strategic planning and implementation assistance; improving the delivery of health commodities to service sites; providing capacity building support to broaden stakeholders understanding and engagement of the supply chain system; and strengthening enabling environments to improve supply chain performance. The project in meeting its objectives and delivering on identified project interventions, technical staff are organized in five workstreams namely:
Capacity building and data use;
Performance and Analytics;
Management Information System (MIS);
Demand planning; and
Strategic planning.
Since 2016, GHSC-TA-TZ has been providing technical assistance to the Government of Tanzania (GOT) through the MoHCDGEC, President’s Office, Regional Administration and Local Government (PO-RALG), and MSD; and in Zanzibar to MOSWEGC to provide technical assistance in strengthen country supply chain systems across all health elements. Towards the end of the project, the project will document results and key lessons learned for future reference as part of the broader Knowledge Management Strategy. The project is seeking a competent technical report writer to work with project technical teams to develop technical reports for the project including end of the project by reviewing and identifying existing documented technical reports across project objectives and interventions for write-up; documenting key lessons learned and implication of each intervention/initiative on supply chain of health commodities in Tanzania; and dissemination (including publishing).
2. Objective.
The objective of this consultancy to work with project staff technical teams (and any other project staff as may be needed) to write and produce technical reports with specific focus to, but not limited to, documenting key lessons learned and implication of various technical interventions in alignment with project objectives on the supply chain of health commodities in Tanzania.
The technical report writer will be working with teams to:
Receive, review, provide feedback to the technical staff to update and finalize technical reports, brief and progress reports (as needed)
Package the final products for dissemination to USAID, GoT, and other international forums
Advise the project on areas of improvement that require improvement in technical writing skills
3. Required Deliverables.
Inception report detailing how the consultant will meet the requirement of this scope of work including suggested approach within 15 days of the award of the contract.
At least five completed technical reports covering each workstream area.
5. Place of Performance
Consultant shall perform work mostly virtually but also in Dar es Salaam.
6. Other Requirements.
This contract is for a minimum of 45 working days, spreading over a period of four (4) based on demand from the client, from technical team and on the volume of written material.

All cost proposals should be broken down by daily rate
The work is expected to start once the contract is signed by the contractor.
All proposals should be priced/quoted according to days and deliverables.
All proposals should include references and contacts of institutions for which the bidder performed a similar work.
Examples of past work are required and should be shown when needed.
