About the programme:


The HSOT (Humanitarian and Stabilisation Operations Team) works with the FCDO (Foreign, Commonwealth and Development Office), the HRG (Humanitarian Response Group) to lead the UK Government’s response to humanitarian disasters and works with the OCSM (Office for Conflict, Stabilisation and Mediation) to provide a range of assistance to reduce the impact of armed conflict and meet UK National Security Council objectives.

About the role:


Reporting to the EMEA Managing Partner, the HSOT Director will provide a strategic direction and management, working closely with the Deputy Directors to ensure that the programme is delivered efficiently, innovatively, on time, within budget, to the highest quality and to the client’s satisfaction.


The role’s primary responsibilities will revolve around the strategic leadership of the team, being the point of contact for the overall programme performance in accordance with the contract, being responsible for meeting Palladium Key Result Areas (KRAs) for the programme, as well as the client’s Key Performance Indicators (KPIs) as well as the programme log frame milestones.

The HSOT Director will be the main representative of HSOT to the client, Palladium Senior Leadership and external partners. They will be responsible for a large, UK-based core team and an extensive portfolio of technical assistance projects with deployed contractors in multiple locations, embedded within FCDO country teams and partners.

As Programme Director, the job holder will be expected to manage the first critical hours of a response, considering the high profile any response brings and will be expected to:


• Lead the HSOT Programme and Senior Management Team

• Develop and Manage Strategic Relationships

• Ensure Operational Compliance and Risk Management

• Oversee Emergency Response and Deployments

Required Qualifications:

•Relevant Bachelor’s degree, MBA or Master’s degree or an extensive relevant experience

•Demonstrable management experience in large, complex programmes, preferably for major international donors;

•Experience of engaging and negotiating with variety of stakeholders within a large client organisation, preferably for a major international donor; •Experience leading humanitarian or emergency response operations and/or conflict stabilisation programmes, including significant Field Operations;

•Experience of managing a portfolio of projects and an understanding of deploying and seconding technical assistance;

•Ability to oversee both the programme and operational requirements of the contract, including programme controls and governance;

•Strong people management skills/experience, including managing for results, mentoring and coaching and creating an environment that encourages agile team-work across competencies;

•Experience of Business Development, identifying and targeting commercial opportunities and Change Management within teams and projects.

•Excellent planning, management and Coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities and work calmly under pressure.

•Strong interpersonal skills with the ability to negotiate successful outcomes in challenging situations .

•A can-do attitude, proactive and solutions focussed, sound Problem Solving and decision-making skills .

•The ability to pursue, adapt, and lead change, and demonstrate flexibility in response to changing business environments.

•The ability to see the bigger picture and affect business drivers through decisions and actions, and the ability to contribute to the long-term profitability and growth of the organisation.

•Confidence in developing and using collaborative relationships.

•Ownership of learning and striving to develop own knowledge and capabilities to support the organisation’s success.

•The ability to see how an individual fit into Palladium, impact of individual actions on bottom line and effectively manage resources.

•Commitment to Palladium’s aims values, principles and Code of Conduct.

•Excellent written and verbal communication skills, fluency in a second language an asset.

•Formal Project/Programme Management training and expertise an asset.
