As an extension of its strategy and commitment to reduce inequalities in education, the Bureau for Africa in Dakar (IIEP-UNESCO Dakar) provides technical direction for the "Initiative Priority to Equality", or " Gender at the Center Initiative ”(GCI), by supporting ministries of education to integrate gender into their education system. Launched in 2019 at the G7 summit, GCI recognizes the urgency of ensuring access to quality education, on an equal basis, and overcoming the barriers to education that girls and young women continue to face. to be confronted. The Initiative intends to support and strengthen existing skills and structures in order to advance gender equality in the education systems of Mauritania, Niger, Burkina Faso, Mali, Chad, Sierra Leone, from Nigeria and Mozambique. Coordinated by the United Nations Girls' Education Initiative (UNGEI), GCI also brings together partners such as UNICEF and the Global Partnership for Education, as well as a consortium of non-governmental organizations. One of the objectives of the GCI team is to support planning processes, including in crisis situations, particularly in the G5 Sahel countries so that education administrations at the central and decentralized levels take greater account of the dynamics. gender issues and the specific gender-related needs of marginalized people in its policies, programs and actions.
It is in this context that the Dakar GCI team, supported by its “Research and Development” pole, joined the “Crisis-affected people on the move” project, funded by the Swedish International Development Cooperation Agency (SIDA) to support the inclusion of people in forced displacement affected by the crisis in national education systems and as part of UNESCO's commitment to the Forum Global Refugee Forum of December 2019 for the implementation of the Global Compact on Refugees.
The activity is specifically aimed at assisting ministries of education to ensure that i) gender-specific risks to the education of refugees and internally displaced persons are analyzed as an integral part of the processes. planning in progress; and ii) the differentiated needs (based on gender) of refugees and internally displaced persons are addressed through specific programs and are included in policy documents and education sector plans.
Thus, IIEP-UNESCO Dakar wishes to conduct two analyzes on gender issues in the contexts of forced displacement leading to policy recommendations to meet gender-specific educational needs.
OBJECTIVES OF THE CONSULTANCY
IIEP-UNESCO Dakar is looking for either a local senior consultant or a team of two consultants (including at least one based in Mauritania) to:
conduct an in-depth review of Mauritania as a host country for displaced school-age populations, and examine specific public policy instruments for the inclusion and success of displaced populations in the education system and gender mainstreaming ;
conduct a field study to thoroughly investigate the situation of displacement, education and gender in M'bera refugee camp in Mauritania, focusing on children aged 10-14.
