Duties
SUMMARY
The Office of the General Counsel (GC) provides legal advice to Agency leadership and staff on USAID. This position serves as a Legal Officer in the division in GC responsible for supporting USAID’s Bureaus for Conflict Prevention and Stabilization (CPS), Humanitarian Assistance and Resilience, and Food Security. The incumbent assumes a broad range of responsibilities, primarily supporting the CPS Office of Transition Initiatives (CPS/OTI).

RESPONSIBILITIES
Operations and administration of CPS/OTI programs;
Projects and activities with the authority of CPS/OTI and CPS;
Congressional, the Government Accountability Office, the Office of the Inspector General, and public inquiries concerning OTI matters and activities;
Working relationships with other U.S. Government agencies and with implementing partners; and
Legal interpretations of the Foreign Assistance Act of 1961, as amended, foreign operations appropriations legislation, and all other Acts pertinent to foreign assistance programs.

QUALIFICATIONS
Required: To qualify for this position, applicants must possess ALL of the requirements below:
A J.D. degree,
Be duly licensed and authorized to practice as an attorney under the laws of any State, territory of the United States, or the District of Columbia, and be an active member of the bar in good standing, and
Specific grade level requirements:
FL-01: At least five (5) years of post-J.D. legal experience, to include: (a) providing legal advice, guidance, and support to negotiate and draft binding and non-binding agreements, such as memorandums of understanding, in-kind grant agreements, and/or interagency agreements; (b) providing legal advice and guidance on the interpretation and implementation of laws, regulations, and policies; (c) providing legal advice and guidance concerning Federal laws, regulations and procedures relating to government contracts, grants, cooperative agreements, and other obligating mechanisms; and (d) other legal experience relevant to the job duties above.
Applicants must have or obtain through their Component/Agency and maintain a Top Secret security clearance.
Preferred: Legal experience working with non-governmental organizations, international organizations, governmental entities, or U.S. Government contractors in the implementation of international transition or stabilization programs.
EDUCATION
You must be a graduate of an ABA-accredited law school. We will require you to submit transcripts if you are selected for this position.
ADDITIONAL INFORMATION
A civil service lawyer who moves into this position may be eligible to retain their Federal service benefits, including time in Federal service for retirement purposes and, have a right to return to a civil service position at their home agency comparable to the one they vacate when they move into this Foreign Service Limited position.
