Background
South Sudan is one of the poorest nations in the world resulting from recurrent crises, with GDP of over 300 in 2019. It allocates only 1% to 1.8% of its healthcare budget for health response due to limited resource (much lower than the 5%). However, the HIV epidemic in South Sudan remains generalised with variations in prevalence and burden of disease by age, sex, population and location.
HIV prevalence has remained around 2.5% for the last few years. The prevalence translates to estimated 194,000 people living with HIV in 2019 and about 19,000 people newly infected with HIV and also 9,100 number of annual death, and number of PLHIV on ART remain low only over 34,000.
Over the years the South Sudan HIV/AIDS Commission in colloboation with UNDP and partners conducted awareness creation, Behaviour Change Communication interventions to combat stigma and discrimination in South Sudan as it is one of the impedement to access to HIV services by the general population. However Human rights barriers are one of the major obstacles to HIV/TB service delivery, there has not been interventions to target human rights issues in relation to HIV and TB service delivery in South Sudan.
Through the New Funding Model 3 (NFM3), provision is made for interventions to address the human rights issues which include sexual and gender based violence, harmful cultural practices, gender norms and inequalities , stigma and discrimination, inadequate health care services, malnutrition and lack of medical care, food insecurity, interuption of humanitarian air services, looting and destruction of humanitarian assest and facilities just to mention a few
The purpose of the assignment is to support South Sudan HIV/AIDS Commission (SSAC) to develop legal literacy training package and material for training of lead peer educators of Female Sex Workers(FSWs), PLHIV and Adolescents and Young Peoples (AYPs) to enable FSWs, PLHIV and AYPs navigate basic legal aid.
Duties and Responsibilities
he purpose of the assignment is to support South Sudan HIV/AIDS Commission (SSAC) to develop legal literacy training package and material for training of lead peer educators of Female Sex Workers (FSWs), PLHIV and Adolescents and Young Peoples (AYPs) to enable FSWs, PLHIV and AYPs navigate basic legal aid.
Scope of work
The international consultant will work with SSAC and UNDP focal points to carry out the following tasks:
Develop a time-defined proposal (including a work plan) of the methodology the Consultant aims to use to undertake the development of the legal literacy training package that outfits South Sudan context.
Development of an inception report
Conduct consultative workshops/meetings to develop content for legal literacy materials “know your rights”
Develop a draft training manual and facilitators guide to accompany the training manual
Convene stakeholders’ validation workshop to finalize the report based on inputs from stakeholders
Deliverables
The consultant will be expected to submit the following deliverables:
Inception report detailing the next step.
Training manual with facilitators guide developed covering all aspects of legal literacy, emphasizing on “Know Your Rights “including the detailed requirements for training of Key Populations.

Required Skills and Experience
Advanced degree (Master’s level) in Law, Political, Social or Human Sciences, Clinical Psychology, Governance, International Relations/Affairs, Development Management, African studies, Public Administration, or any related field is required.
Proven experience in law and legislative matters, political and social sciences, governance, human rights in Africa is necessary, with at least 10 years of proven research, policy or teaching on key areas of political, governance, conflict, social, human rights and peace building issues.
An excellent track record of publications in the area of political and socio-economic development, governance, human rights, peace and security and related issues on Africa is required
Previous work experience in South Sudan will be an added advantage.
Excellent skills and experience in training facilitation, mentoring and capacity development
Demonstrate oral and written communication skills, including presentations.
Evaluation criteria for the International consultancy
Applicants will be evaluated based upon their submitted expressions of interest and financial proposals, which includes a cumulative analysis method based upon a combination of technical and financial evaluation results.
Individual consultants will be evaluated based on the following’s methodology:

When using this weighted scoring method, the award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
Responsive/compliant/acceptable; and
Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Payment Method for the Consultancy
The consultant shall be paid on a daily rate (based on the number of working days worked)
The consultant shall be paid a Daily Subsistence Allowance (DSA)
Payments shall be based on the Certificate of Payments that will be submitted
Time Sheet will be attached and verified by the direct supervisor; and
Final tranche upon performance evaluation from the direct supervisor.
Travel for the consultant
All travel costs will be covered by UNDP according to its rules and regulations. Travel, payment of travel costs including tickets, lodging and terminal expenses will be agreed upon, between UNDP and the Individual Consultant, prior to travel and will be covered and paid by UNDP. The fare will always be “most direct, most economical” and any difference in price with the preferred route will be paid for by the expert.
