ORGANIZATIONAL CONTEXT
The functions of local security assistant (LSA) of the World Food Program (WFP) in the DRC will be carried out in the office of Tshikapa.
The LSA reports to the office manager, to the Security Officer (FSO). At this level the incumbent will be responsible for carrying out a range of Security-related processes and activities requiring some capacity to interpret United Nations and WFP standards and practices.
The incumbent should be able to recommend a plan of action on a range of security issues both for operations and personnel.
This work may require non-regular working hours.
KEY ACCOUNTABILITIES (not all-inclusive)
- Help examine security threats and risks associated with personnel, facilities, operations.
- Write accurate reports on situations and trends that could affect WFP operations
- Review / analyze security related information (e.g. security incidents and events, security support to daily operations, etc.) and use corporate or local information management tools to provide business intelligence database and reports to ensure that information is readily available to relevant stakeholders.
- Liaise and coordinate with local administration, security and judicial authorities, the local community, UN and NGO security personnel and other actors to facilitate access for the secure execution of programs and to mitigate potential risks to staff and other resources.
- Assist in planning, coordinating, preparing and carrying out field missions, including monitoring of staff on mission, and performing regular security assessments to support the safe and efficient execution of programs.
- Prepare detailed security assessment reports after field missions with risk mitigation recommendations to support security situation analysis and facilitate decision making.
- Assist in formulating advice for the sub office manager on security matters in accordance with the United Nations Security Management System (UNSMS).
- Assist in the implementation of all security risk mitigation measures, including MOSS to ensure compliance with standards.
- Assist in the management and maintenance of security equipment and identify new requirements to build capacity.
- Ensure that all access control procedures are effective and rigorously followed by all staff and visitors to ensure a safe and secure environment is maintained.
- Contribute to the development and updating of the Emergency Plan and Contingency Plan, including the practices of procedures to support the preparation for a crisis situation.
- Help identify security training. Support training planning and implementation to meet staff development needs.
- Supervise and provide training to other employees to support their development and high performance.
- Perform a range of specific responsibilities focused on security operations including monitoring and maintenance of security equipment in accordance with established procedures.
MINIMUM QUALIFICATIONS
have a high school diploma supplemented by security training or DRC officer schools
EXPERIENCES
Experience : have at least 5 years of experience in UN and / or PNC / FARDC security and or private security company (s)
Knowledge and skills : have a mastery of the computer tool, the establishment of written and spoken reports concise and precise. Have experience of teamwork, decision making if necessary. To be able to analyze, report, keep calm as much as possible during difficult operational situations.
Languages : Fluency in written / spoken French, knowledge of spoken and written English would be a major asset.
