Project Overview

 

ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.

ACHIEVE has been funded by USAID in Tanzania to implement a four-year activity which aims (1) to improve national- and community-level social welfare systems in order to sustain support for orphans and vulnerable children (OVC) and families affected by HIV; (2) to deliver high-quality services to OVC in assigned regions; and (3) to strengthen the capacity of local organizations to deliver OVC services. ACHIEVE began activities in Tanzania in October 2020.

 

Position Purpose:

The Ssenior CD Officer will report to the ACHIEVE Tanzania Capacity Development Manager.  The Senior CD Officer will contribute to ACHIEVE’s objective of strengthening the capacity of local organizations to manage and implement USAID/PEPFAR OVC and DREAMS awards as prime implementing partners. He/she will work to ensure that local prime implementing partners have strengthened technical and organizational capacities for implementing and managing high quality programs serving OVC. In collaboration with ACHIEVE CD teams, the Senior Capacity Development Officer will play a role to ensure that OVC service delivery is transitioned to directly funded USAID local prime implementing partners.

 

The Senior CD Officer will also assist the other components with ACHIEVE as needed to link their activities to other stakeholders the project interacts with. This will become increasingly important as the project disseminates its outputs to a wider range of stakeholders.

Key Responsibilities:

 

The  Senior Capacity Development Officer, will be responsible for the following functions, tasks, and deliverables:

  • Support Capacity Development Manager to coordinate strategy development, implementation, and monitoring of all CD activities. This will include working with across teams (ex. MEL, Systems Strengthening, OVC Service Delivery, etc.) to integrate CD activities.
  • Contribute to activities related to development and implementation of evidence-based CD strategies and activities.
  • Participate in implementing capacity and performance assessments (using the Non-US Organization Pre-Award Survey, Integrated Technical and Organizational Capacity Assessment Tool, and Organizational Performance Index-Plus) of local partners.
  • Participate in development of Capacity Action Plans for local partners and ensure timely documentation and updated information in the Capacity Solutions Platform
  • Participate in training, mentoring, coaching, and technical support for local partners related to the implementation of their Capacity Action Plans
  • Work with the MEL Team, regularly collect, analyse, and report on capacity development data in Pact’s Capacity Solutions Platform
  • In collaboration with other ACHIEVE technical teams conduct field visits with partners to address CD gaps through training, coaching and mentorship to local organizations OVC/DREAMS activities
  • Contribute to work plans, quarterly and annual reports, and other reports and papers summarizing project results and evidence.
  • Contribute to SOPs, training, and curriculum development for CD.
  • Contribute to the documentation of success stories and best practices for CD activities and support local partners to share success stories and evidence for DC visibility for publications and communications as needed.
  • Coordinate and supervise ACHIEVE CD project officers from Southern and Western Zones
  • Conduct other capacity development tasks as assigned.

 

 

 



Requirements


  • Bachelor’s degree and 5 years OR Master’s degree and 5 years of experience in project management, social work, public health, business administration, education, capacity development for local organizations or other relevant areas.
  • At least five years post university experience in organization and technical capacity development activities and an interest in supporting OVC/DREMS.
  • Experience in strengthening organizational capacity in PEPFAR funded HIV/AIDS, child welfare and protection programs, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement, or policy development.
  • Experience writing reports for USAID or other donors (writing samples may be requested)
  • History of effectively working and collaborating in multi-cultural and gender balanced teams.
  • Excellent grasp of participatory Capacity Development methodologies.
  • Demonstrated effective interpersonal and creative problem-solving skills.
  • Ability to develop and maintain strong relationships with governments and civil society partners.
  • Excellent facilitation and training skills in a variety of health and organizational development topics.
  • Strong writing and oral presentation skills, including fluency in English and Swahili.
  • Appropriate teamwork and interpersonal communication skills
